RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03071 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: The Air Force Good Conduct Medal be added to his DD Form 214, Certificate of Release or Discharge from Active Duty. APPLICANT CONTENDS THAT: It was inadvertently overlooked when a previous correction Board reviewed his personnel records. He provides a copy of his 414th Combat Support Squadron Special Order (SO) G-2 in support of his application. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 30 Sep 63, the applicant entered the Regular Air Force. On 30 Jun 91, the applicant received an honorable discharge and was credited with 27 years, 9 months and 1 day of active service. AIR FORCE EVALUATION: AFPC/DPSID recommends disapproval for award of the AFGCM. The AFGCM is only awarded to enlisted personnel and the applicant was an officer for his entire active duty service; therefore rendering him ineligible for the award. The applicant provided 414th Combat Support Squadron SO G-2, dated 24 Jan 66. In section six of the SO, it states, “the following named personnel, 437th Fighter Interceptor Squadron, this station, are awarded the Small Arms Expert Marksmanship Ribbon” with the applicant being listed under the section. We believe the applicant was confused by the SO G-2 which reflected other individuals who were appropriately awarded the AFGCM. The Good Conduct Medal is awarded to enlisted members who have honorably completed three continuous years of active military service subsequent to 26 Aug 40, and who are recommended by their commanding officers for exemplary behavior, efficiency and fidelity. This medal is only awarded to Airmen prior to the establishment of the Air Force good Conduct Medal on 1 Jun 63. In accordance with Executive Order 8809, amended by Executive Order 9323, the Air Force Good Conduct Medal may also be awarded to service members who complete more than one year but less than three years of active federal military service if the Good Conduct Medal has not been previously awarded. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 17 Feb 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission, including SO G-2, in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
