RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03095 COUNSEL: NONE HEARING DESIRED: NOT INDICATED APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect he was awarded a 5-skill level in the Air Force Specialty Code (AFSC) 2A551, Aerospace Maintenance Journeyman. APPLICANT CONTENDS THAT: In October 2011, he completed his Career Development Course and earned a passing end-of-course test score to be awarded his 5-skill level in the 2A551 AFSC. However, his AFSC was restructured [due to multiple airframes being removed from AFSC 2A5X1] to 2A534. He believes this error is preventing him from earning certificates from the Federal Aviation Administration. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 2 Mar 10. On 18 Oct 11, the applicant earned his 5-skill level in the AFSC 2A551, Aerospace Maintenance Journeyman, as his primary AFSC. On 29 Sep 12, the applicant was furnished an honorable discharge, and was credited with 2 years, 6 months, and 28 days of active service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSIC recommends denial indicating there is no evidence of an error or an injustice. Instructions for documenting the primary specialty section of the DD Form 214 include the “number, title and years and months in specialty and additional specialty numbers and titles involving periods of one or more years.” Although the applicant's AF Form 2096, Classification/On-the-job Training, documents his primary AFSC as 2A551, effective 18 Oct 11, there is no evidence he performed duty in that AFSC for a period of one year or more, as required to be documented in block 11 of his DD Form 214. Therefore, the applicant’s primary specialty “2A534B, Refuel and Bomber Aircraft Maintenance Apprentice, KC-10, 2 Years and 4 Months,” is correct. A complete copy of the AFPC/DPSIC evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluations was forwarded to the applicant on 27 Oct 14 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. With regards to the applicant’s contention the lack of a 5-Skill level on his DD Form 214 is preventing him from earning civilian certifications, we recommend the applicant retain the AF Form 2096, Classification/On-the-job Training, and provide it to future employers as evidence he has indeed earned his 5-skill level in Aerospace Maintenance. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. 4. The applicant’s case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved. Therefore, the request for a hearing is not favorably considered. ? THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
