RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03433 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her records be corrected to reflect she was promoted to the grade of airman first class (E-3), effective 19 May 2014. APPLICANT CONTENDS THAT: She erroneously held the grade of airman (E-2) for sixteen months although she was due to be promoted in May 2014. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air Force Reserve in the grade of senior airman (E-4). The remaining relevant facts pertaining to this application are described in the memoranda prepared by the Air Force office of primary responsibility (OPR), which are included at Exhibits C. AIR FORCE EVALUATION: AFRC/A1K recommends approval. In accordance Air Force Policy Directive (AFPD) 36-25, Military Promotion and Demotion, an enlisted reservist must have a minimum six months time in grade (TIG) and be a satisfactory participant in accordance with Air Force Instruction (AFI) 36-2254, Volume 1, Reserve Personnel Participation, for promotion to airman first class (E-3). The reservist also must be recommended by their assigned supervisor/designee to recommend promotion to the promotion authority when an individual has met the eligibility requirements for promotion to the next higher grade. After a careful review it has been confirmed that the applicant met all eligible criteria for promotion to E-3 on 19 November 2013 and a subsequent promotion to E-4, effective 19 July 2014. A complete copy of the AFRC/A1K evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 6 February 2015 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case and agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to reflect a Date of Rank (DOR) and Promotion Effective Date (PED) of 19 November 2013 to airman first class (E-3) and 19 July 2014 to senior airman (E-4). If AFRC discovers any adverse factors during or subsequent to supplemental consideration that are separate and apart, and unrelated to the issue involved in this application, that would have rendered the applicant ineligible for this promotion, such information will be documented and presented to the Board for a final determination on the individual’s qualifications for the promotion.
