RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03555 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her official records reflect award of the Senior Flight Nurse Badge, Aeronautical Orders (AO) at least up to 500 hours and that she served in Desert Shield/Storm. APPLICANT CONTENDS THAT: She served as a Flight Nurse at XXX Air Force Base (AFB), a Geographically Separated Unit (GSU) that was deactivated in 19XX. Her flight records were sent to the Host Aviation Management Support (HAMS) office at XXX, Air National Guard Base. The HARMS office was eventually moved to XXX. She was able to produce one AO from XXX proving she served during Desert Storm. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 22 Sep 85, the applicant entered and was appointed as a Second Lieutenant in the Air Force Reserve. On 1 May 86, she received AO Number 0053 effective 18 Apr 86 and terminating 8 Aug 91. On 1 Oct 15, the applicant reached her mandatory separation date requiring she leave active status after 30 years of commissioned service and be transferred to the Retired Reserve. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: NGB/A1PP recommends disapproval. Applicant requested acknowledgement of AO of up to at least 500 hours and provided AO Number 0053, effective 18 Apr 86 and terminating 8 Aug 91. In accordance with AFI 11-402, Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges, AOs officially document aviation/parachutist service actions. However, they do not document flight history. In an attempt to validate flying hours, A1PP contacted the Headquarters Air Force (HAF) and National Guard Bureau (NGB) Career Field Managers of Aviation Resource Management and requested the applicant’s flight history. A search of 191 repositories in the Aviation Resource Management System revealed no flight history for the applicant by her current and former names or social security number. The applicant also requested her Senior Flight Nurse Badge be added to her record and provided a memorandum from Headquarters Air Force Reserve Directorate for Health Services awarding her the insignia. In accordance with AFI 11-402, Table 7.1, Line 10, the Senior Flight Nurse Badge is awarded upon completion of seven years of aviation service and at least 350 total hours logged as a flight nurse or 36 paid months of operational flying duty. Once her Aircrew Information is updated, she may apply to the Air Force Board for Correction of Military Records (AFBCMR) to have an AO published awarding her the Senior Flight Nurse Badge and to have it inserted into her official record. The applicant requested acknowledgement that she served in Desert Shield/Storm and provided page 105 from the Department of the Air Force’s report, Gulf War Air Power Survey – Volume V, Table 31 as evidence of participation in the campaign. Table 31 lists U.S. Air Force Reserve Units in the Gulf War and shows that 48 personnel from her squadron deployed to “UK/EUCOM” from 25 Jan 91 to 30 Jun 91. However, a review of the applicant’s records did not reveal orders to support her request. Conversely, her Officer Performance Report for the rating period 22 Sep 90 through 21 Sep 91 states that “she remained at home station during the unit’s deployment and provided top notch training experience for reservists not deployed.” The complete A1PP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 18 Sep 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission, including attachments, in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force OPR and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. We note the Air Force OPR indicates should the applicant’s Aircrew Information be revised in the future, she may re-apply to the AFBCMR to have an AO published awarding her the Senior Flight Nurse Badge if appropriate. Aside from that recommendation and in the absence of evidence to the contrary with respect to the applicant’s other requests, we find no basis to recommend granting the relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
