RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03805 COUNSEL: NONE HEARING DESIRED: YES APPLICANT REQUESTS THAT: He be awarded the Air Force Commendation Medal (AFCM). APPLICANT CONTENDS THAT: He was awarded the AFCM and it is not reflected on his DD Form 214, Certificate of Release or Discharge from Active Duty. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 24 Jan 66. On 6 Aug 70, the applicant was furnished an honorable discharge, and was credited with 4 years, 6 months, and 13 days of active service. On 6 Nov 14, AFPC/DPSIDR directed the applicant’s DD Form 214 be changed to add the Presidential Unit Citation (PUC). The remaining relevant facts pertaining to this application are described in the memorandum, prepared by the Air Force office of primary responsibility (OPR), which is included at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends granting the applicant’s request for the AFCM. The AFCM is awarded to members of the Armed Forces of the United States, below the grade of Colonel and foreign military personnel, who, while serving in any capacity with the Department of the Air Force after 28 Mar 58, distinguished themselves by outstanding achievement or meritorious service. A Special Order is the official source document to verify award of a decoration. A thorough review of the applicant’s military personnel record failed to locate a Special Order verifying the applicant was awarded the AFCM. However, the applicant provided copies of what appear to be an authentic AFCM citation and certificate for the period 31 Jan 68 through 2 Feb 68. In addition, the applicant’s enlisted performance report covering the period 3 Oct 67 through 4 Jun 68 notes he was awarded the AFCM. Therefore, recommend award of the AFCM. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 23 Feb 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3.  Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case and agree with the opinion and recommendation of AFPC/DPSID and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. Therefore, we recommend the applicant's records be corrected as indicated below. 4. The applicant’s case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved. Therefore, the request for a hearing is not favorably considered. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that he was awarded the Air Force Commendation Medal (AFCM) for outstanding achievement for the period 31 January 1968 through 2 February 1968.
