RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03827 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her date of rank (DOR) to the grade of Airman First Class (A1C, E-3) be changed from 20 February 2014 to 4 December 2013. APPLICANT CONTENDS THAT: On 4 June 2013, she entered Initial Active Duty for Training (IADT) in the grade of airman (E-2). Therefore, she should have been promoted to the grade of A1C on 4 December 2013, after serving six months time in grade (TIG). However, her promotion was delayed until 20 February 2014, due to a miscalculation and possible misunderstanding of the governing Air Force Instruction by her supervisor. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air National Guard in the grade of senior airman (E-4) with a DOR and effective date of 1 April 2015. According to the applicant’s DD Form 4, Enlistment/Reenlistment Document Armed Forces of the United States, on 10 December 2012, she enlisted in the Air National Guard in the grade of airman. The applicant’s DD Form 214, Certificate of Release or Discharge from Active Duty, issued in conjunction with her 18 October 2014 released from active duty, reflects that she entered IADT on 4 June 2013. Her narrative reason for separation is “Completion of Initial Active Duty Training.” According to AF Form 2096, Classification-On-the-Job Training Action, dated 21 February 2014, the applicant was promoted to the grade of A1C with a DOR and effective date of 20 February 2014. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force Office of Primary Responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: NGB/A1PP recommends denial indicating there is no evidence of an error or an injustice. The applicant claims that she should have been promoted to the grade of A1C on 4 December 2013, because she met the six-month TIG requirement. The applicant entered IADT on 4 June 2013 and graduated from Basic Military Training on 3 August 2013. On 20 February 2014, she was inadvertently promoted to the grade of A1C. In accordance with ANGI 36-2502, Promotion of Airmen, Table 2.1, the applicant was eligible for promotion after serving at least 6 months TIG and 12 months time in service, which is calculated from the date she entered IADT [4 June 2013]. Therefore, she should not have been promoted to the grade of A1C until 4 June 2014. However, it was through no fault of the applicant that her DOR and effective date to the grade of A1C was incorrectly calculated by the Force Support Squadron. Therefore, her DOR and promotion effective date should remain 20 February 2014. A complete copy of the A1PP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 12 August 2015, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force OPR and adopt the rationale expressed as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
