RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY R ECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03931 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her records be corrected to show that she enlisted in Duty Air Force Specialty Code (DAFSC) 2A753, Aircraft Maintenance Structural Journeyman on 9 Aug 13. APPLICANT CONTENDS THAT: On 9 Aug 13, she was incorrectly placed in DAFSC 2A773 [sic]. On 24 Jun 14, the unit reassigned her to the correct DAFSC of 2A753. In support of her request, the applicant provides copies of an Initial Duty Assignment (IDA) worksheet, Statement of Understanding, and a letter from the Noncommissioned Officer in Charge (NCOIC), Aircraft Structural Maintenance dated 4 Sep 14 requesting her DD Form 1966, Record of Military Processing – Armed Forces of the United States, be amended to reflect a DAFSC of 2A753. The letter also states she should have been assigned in DAFSC 2A753 as a new recruit. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is a member of the Air Force Reserve and is currently serving in the grade of Senior Airman (SrA, E-4). Her DD Form 1966, dated 9 Aug 13, reflects she enlisted in the Air Force Reserve in AFSC 2A713. In Accordance With (IAW) AFI 36-2638, Air Force Reserve Enlisted Incentives, paragraph 1.1.1, an incentive is granted to a person who enlists in a bonus DAFSC in effect on the date of enlistment. DAFSC 2A753 appears on the Fiscal Year (FY13) AFRC Master Incentive List for Cycle 1 Oct 12 through 30 Sep 13; however, DAFSC 2A713 does not. AIR FORCE EVALUATION: AFRC/A1K recommends approval. After careful review of all the documents provided by the applicant and telecom with the applicant and the AFRC Recruiting Squadron, it was determined that an error in processing her enlistment occurred. The applicant was misinformed about her eligibility to receive an incentive for FY13. In the absence of a corrected DD Form 1966, it has been determined that the applicant would have met all eligibility requirements to receive an enlistment bonus if the error in placing her in the incorrect position would not have occurred. Air Force Reserve enlisted members are eligible for incentives IAW AFI 36-2638, Air Force Reserve Enlisted Incentives, and the Air Force Reserve Command FY Incentive Program listing. A1K recommends the applicant’s records be corrected to show that she enlisted in AFSC 2A753 effective 9 Aug 13. A complete copy of the A1K evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 28 Nov 14 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. Having carefully reviewed this application, we agree with the recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of either an error or an injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that her DD Form 1966, Record of Military Processing – Armed Forces of the United States, dated 9 Aug 13, be amended in Section IV – Certification, Item 32, Specific Option/Program Enlisted For, Military Skill, or Assignment to a Geographical Area Guarantees, Item a, Specific Option/Program Enlisted for, to reflect AFSC 2A753.
