RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03997 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her Secondary Air Force Specialty Code (2AFSC) of 35P4, which denotes “Public Affairs, Staff” be reflected in her records. APPLICANT CONTENDS THAT: She graduated from the Defense Information School in April 2011 and was the State Public Affairs Officer for the Washington Air National Guard (WANG) from October 2009 to June 2012. She was also the Chief, Public Affairs at Kandahar Airfield, Afghanistan. Her former Unit Training Manager at the WANG did not record her attendance at the Personnel Officer School in April 2008 nor the Defense Information School in April 2011. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air Force Reserve in the grade of captain (O-3). According to data extracted from the Military Personnel Data System and the Automated Records Management System, the applicant was assigned as a State Public Affairs Officer effective 1 October 2009, and served as the Director of Staff. AIR FORCE EVALUATION: AFRC/A1K recommends approval. The applicant reclassified as a Public Affairs Officer (35P1), on or about 1 October 2009. She attended the required Public Affairs Qualification Course (PAQC) from 22 February 2011 to 29 April 2011; thus qualifying her upgrade to 35P3. Completion of the Defense Information School Public Affairs Course is mandatory for active-duty officers for award of AFSC 35P3. Reserve Component officers may satisfy this requirement by completion of the DINFOS PAQC Advanced Distributed Learning course. In accordance with AFI 36-2101, Classifying Military Personnel (Officer and Enlisted), Table 3.6 rule 6, “If the officer meets AFSC entry qualifications contained in the specialty description in the Officer Classification Directory and possesses a qualified AFSC (3 level) and is serving in a qualifying staff position (above wing level) in the same AFSC, then the officer qualifies for award of a Staff AFSC.” In addition, the applicant’s Primary AFSC (PAFSC) and 2AFSC should have been re-designated upon completion and award of the 35P4 to reflect the following: PAFSC 35P4 effective 29 April 2011 and 2AFSC 38F4, which denotes Force Support, Staff. A complete copy of the ARPC/A1K evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 23 December 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or an injustice to warrant correcting her record to reflect AFSC 35P4. Having carefully reviewed this application, we agree with the recommendation of the Air Force OPR and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of either an error or an injustice. Therefore, we recommend the applicant's records be corrected to the extent indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to reflect her primary Air Force Specialty Code (AFSC) as 35P4, which denotes Public Affairs, Staff and her secondary AFSC as 38F4, which denotes Force Support, Staff.
