RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04152 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Report of Separation from Active Duty, Block 26, Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized, be corrected to reflect the following Air Force Ribbon, Badge and/or Medals: a. USAF Longevity Service Award (AFLSA) b. Security Forces Badge (Administratively corrected) c. Air Force Commendation Medal (AFCM) (Administratively corrected) d. Korean Defense Service Medal (KDSM) (Administratively corrected) APPLICANT CONTENDS THAT: His records should be corrected to include the award of the AFLSA, AFCM, and KDSM. Additionally, he served as a Security Specialist and should be authorized to wear the Security Forces Badge. Although he received a copy of an awarded AFCM after he separated, he only recently learned at a unit reunion that his DD Form 214 could be amended and/or corrected. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 30 May 75. On 3 May 79, the applicant was furnished an Honorable discharge, and was credited with 3 years, 11 months, and 4 days of active service. The applicant’s DD Form 214, Block 26, reflects the award of the Air Force Good Conduct Medal. On 25 Feb 15, AFPC/DPSIM consulted the Security Forces Career Field Manager (CFM) and confirmed the applicant is qualified to wear the Security Forces Badge. They have directed that upon final Board decision, administrative correction of the applicant’s record will be completed by AFPC/DPSOR. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the Air Force Longevity Service Award (AFLSA) indicating there is no evidence of an error or an injustice. The applicant’s active duty service of 3 years, 11 months, and 4 days does not meet the eligibility criteria for award of the AFLSA. The AFLSA was authorized by the Secretary of the Air Force on 25 Nov 57 and is awarded to active duty personnel based on an aggregate of 4 years of honorable active service. Based on a thorough review of the applicant’s official military personnel record, they determined that the below Air Force Medals and or Ribbons should have been awarded: - Air Force Commendation Medal - Air Force Outstanding Unit Award with one Bronze Oak Leaf Cluster - Korean Defense Service Medal Upon final Board decision, administrative correction of the applicant’s record will be completed by AFPC/DPSOR. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 May 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
