RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04244 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: 1. His DD Form 214, Certificate of Release or Discharge from Active Duty, block 8b, “Station Where Separated,” be corrected to reflect “Offutt AFB, NE” instead of “JBSA Randolph, TX.” 2. His DD Form 214, block 11, “Primary Specialty,” be corrected to reflect “T12R3H” instead of “K12R3H [sic].” 3. His DD Form 214, block 19b, “Nearest Relative,” be corrected to reflect a different address. APPLICANT CONTENDS THAT: His Primary Specialty on his Officer Single Unit Retrieval Format (SURF) and Officer Performance Reports (OPRs) reflect differently than what is on his DD Form 214. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: According to the applicant’s DD Form 214, on 15 Jun 07, he enlisted in the Regular Air Force. On 29 Sep 14, he received an honorable discharge and was transferred to the Air Force Reserves. He was credited with 7 years, 3 months, and 15 days of total active service. AIR FORCE EVALUATIONS: AFPC/DPSIC recommends approval of the applicant’s request to change his PAFSC on his DD Form 214 from K123RH [sic] to T12R3H. DPSIC further recommends combining his service in AFSC K12R3H (8 months) with that of AFSC 12R3H and his DD Form 214, Section 11 should read: “T12R3,” “Formal Training Instructor, Recce/Surv/Elect Warfare Combat Systems Officer, 10 months;” “12R3,” “Recce/Surv/Elect Warfare Combat Systems Officers, 5 Years and 9 months.” No change to the years and months of service under reporting identifier 92T1. DPSIC verified the applicant’s PAFSC was T12R3H, not K12R3H [sic]. Also, his service in K12R3H was less than the required 1 year to be identified separately on the DD Form 214, Section 11. As such, the applicant’s service in AFSC K12R3H should be captured under AFSC 12R3H. No problem was noted with his service in reporting identifier 92T1. A complete copy of the AFPC/DPSIC evaluation is at Exhibit C. AFPC/DPSOR recommends denial of the applicant’s request to change the Station Where Separated (block 8b) and Nearest Relative (block 19b) on his DD Form 214. AFI 36-3202, Table 4, Rule 11, states the Station Where Separated, will be the "Location of facility where the separation documents were prepared." The applicant’s DD Form 214 was prepared by the Total Force Service Center located at JBSA Randolph TX. Block 8b has no impact on veteran benefits and entitlements. The data is utilized by the respective service preparing the DD Form 214. Additionally, the name and address in block 19b is for the sole purpose of providing a DD Form 214 should the address in block 19a (Mailing Address After Separation) prove faulty. With the applicant in receipt of his DD Form 214 and documents now electronically retrieved by veterans vice a physical mailing, the need for the information in block 19b is now void and without need for correction. A complete copy of the AFPC/DPSOR evaluation is at Exhibit D. APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS: Copies of the Air Force evaluations were forwarded to the applicant on 2 Feb 15 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit E). ADDITIONAL AIR FORCE EVALUATION: In a revised advisory, dated 20 Jul 15, AFPC/DPSIC recommends denial of the applicant’s request to change his Primary Specialty on his DD Form 214 from K123RH [sic] to T12R3H. DPSIC further recommends the applicant’s service in AFSC 12RXH be combined to read: "12R3H," "Recce/Surv/Elect Warfare Combat Systems Officers, 5 Years and 10 months." DPSIC recommends no change be made to the years and months of service under reporting identifier 92Tl. Although AFSC T12R3H was his PAFSC at the time of his separation, AFI 36-3202, Separation Documents, does not provide for AFSC prefix-specific individual AFSC inclusion in the DD Form 214, Block 11. As such, all AFSC 12R3H service should be captured without the AFSC prefixes to conform to the AFI provisions. A complete copy of the AFPC/DPSIC evaluation is at Exhibit F. APPLICANT'S REVIEW OF ADDITIONAL AIR FORCE EVALUATION: In emails dated 24 Feb 16 and 8 Mar 16, the applicant states that he no longer desires a change to his AFSC and would like his Primary Specialty in Block 11 of his DD Form 214 to remain as K12R3. The applicant’s emails are at Exhibit H. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice to warrant changing the applicant’s Station Where Separated or the Nearest Relative on his DD Form 214. We took notice of the applicant’s complete submission in judging the merits of the case; however, we find no evidence of an error or injustice. Therefore, we agree with the opinion and recommendation of AFPC/DPSOR and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Additionally, we note DPSIC recommends the applicant's records be corrected to remove the "T" prefix and the applicant's service be combined to read: "12R3H,""Recce/Surv/Elect Warfare Combat Systems Officers, 5 Years and 10 months.” However, the applicant has indicated that he no longer wishes to have any changes made to Block 11, “Primary Specialty.” Accordingly, we do not believe it would be appropriate to take an action that would be detrimental to the applicant. As such, we are not inclined to disturb the record as it currently stands. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. ? THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
