RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04463 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: He be reimbursed for his Personally Procured Move (PPM). APPLICANT CONTENDS THAT: He contacted the Traffic Management Office (TMO) at Patrick AFB, FL prior to his Permanent Change of Station (PCS) from Miami, FL to inquire about doing a PPM. He was told all he needed was the weight tickets of the truck empty and full. He asked if there were any issues with moving his Household Goods (HHG) prior to his PCS and he was told just to make sure he weighed the truck. He was informed later there was miscommunication and TMO did not mean he could move his HHG without orders. He is now being told that he was not authorized to move his HHG. He would not have moved his HHG if he had known he would be expected to pay for it. The applicant’s complete submission is at Exhibit A. STATEMENT OF FACTS: The applicant is currently on active duty in the Regular Air Force in the grade of SSgt (SSgt, E-5). According to AF Form 899, Special Order Number AH-124879, dated 24 July 2014, the applicant was selected for PCS from Miami, FL to Joint Base Langley-Eustis, VA with a Report Not Later than Date of 30 September 2014. AIR FORCE EVALUATION: PPA HQ/ECAF recommends approval. On 20 June 2014, the applicant rented a van and moved his HHG from Miami, FL to Newport News, VA in conjunction with his PCS to Langley AFB, VA. Special Order Number AH-124879 authorizing the PCS was not issued until 24 July 2014. It appears that after completing the PPM the applicant contacted the TMO at Langley to initiate the process for payment for the PPM. The TMO would not process the PPM because it was accomplished prior to the issuance of his PCS order. It is clear the applicant performed the PPM a month prior to issuance of the PCS order authorizing the move. However, there appears to have been some miscommunication between the applicant and the TMO at Patrick AFB leading to the applicant’s decision. The TMO answered his question regarding moving prior to his PCS, however, they should have gone further and ensured he understood orders were required in order to effect any movement. He should have also been advised to obtain a full PPM counseling at his Personal Property Shipment Office (PPSO) to ensure he understood the processes and procedures for performing a PPM. Should the Board agree, recommend the records be changed to reflect that by competent authority, the date of Special Order Number AH-124879 is 1 June 2014. A complete copy of the PPA HQ/ECAF evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 12 January 2015 for review and comment within 30 days (Exhibit E). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. Having carefully reviewed this application, we agree with the recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of either an error or an injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that the date of Special Order Number AH-124879 was changed to 1 June 2014 by competent authority.
