Small Arms Expert Marksmanship Ribbon (SAEMR). b. UH-60 Helicopter Repair Technician, Feb 2000 (Administratively resolved). c. Core Automated Maintenance System, Jun 2000 (Administratively resolved). d. H-53 Helicopter Technician, May 2001 (Administratively resolved). APPLICANT CONTENDS THAT: He feels all of his honors and ribbons should be listed on his DD Form 214 and his marksmanship ribbon is missing and he is most proud of this particular award. He wants his official training courses listed to illustrate the accurate level of experience and training he had in the Air Force. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 11 Aug 99. On 5 Sep 03, the applicant was discharged with an honorable characterization of service and was credited with 4 years, and 25 days of active service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends denial indicating there is no evidence of an error or an injustice. The Small Arms Expert Marksmanship Ribbon was authorized by the Secretary of the Air Force on 28 Aug 62 and is awarded to all United States Air Force members who after 1 Jan 63, qualify as "expert" in small-arms marksmanship with either the M-16 rifle or issue handgun. Qualification as "expert" in both weapons after 22 Jun 72 shall be denoted by a bronze service star worn on the service ribbon. After a thorough review of the applicant's official military personnel record, they were unable to verify award of the Small Arms Expert Marksmanship Ribbon. They were unable to locate any official documentation, in the applicant's record such as an Air Force Form 522, USAF Ground Weapons Training Data verifying he qualified as expert with either the M-16 rifle or issue handgun. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 30 Jun 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice with respect to the applicant’s request for award of the Small Arms Expert Marksmanship Ribbon (SAEMR). We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
