RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04667 COUNSEL: NONE HEARING DESIRED: YES APPLICANT REQUESTS THAT: Her records be corrected to reflect she was awarded the Defense Meritorious Service Medal (DMSM), dated 19 September 2014 (administratively corrected). Her DMSM be included in her Officer Selection Record (OSR) and she receive Special Selection Board (SSB) consideration for promotion to the grade of lieutenant colonel by the Calendar Year 2014A (CY14A) Lieutenant Colonel Central Selection Board (CSB). APPLICANT CONTENDS THAT: Her DMSM awarded for the period August 2011 to February 2014 is missing and not documented in her records. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of major (04). The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C and D. AIR FORCE EVALUATION: AFPC/DPSID states no action is required in regards to the applicant’s records being corrected to reflect her award of the DMSM. On 16 December 2014, AFPC/DPSID was able to determine the applicant was awarded the DMSM for the inclusive period from 31 August 2011 to 28 February 2014. As such, her Department of Defense Military Personnel Awards Order Number 14-200, dated 16 September 2014, and citation for the award were uploaded to the applicant’s military personnel record. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. AFPC/DPSOO recommends denial. The absence of the DMSM in her OSR is not an error. The applicant was awarded the DMSM for the period 31 August 2011 to 28 February 2014. However, the decoration was not approved until 16 September 2014, over five months after the P0514A CSB convening date of 3 March 2014. In accordance with published guidance, the decoration award authority announces its final decision when approving an award by publishing special orders. These orders serve as the source document for updating the decoration in the Military Personnel Data System. Since the special order for the DMSM was published on 16 September 2014, the decoration could not have been reflected in any of the official personnel data systems and subsequently on the OSB, nor could the citation be filed in her OSR when the board convened on 3 March 2014. A complete copy of the AFPC/DPSOO evaluation is at Exhibit D. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 29 May 2015 for review and comment within 30 days (Exhibit E). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. After a thorough review of the evidence of record and the applicant's complete submission, the Board majority finds no evidence that would warrant inclusion of the applicant’s DMSM in her OSR. We note that, by regulation, decoration recommendations are entered into official channels within 2 years and awarded within 3 years of the act, achievement, or service performed. Therefore, the DMSM was processed in a timely manner and it did not exist at the time the CY14A board convened. Other than her own assertions, we have seen no evidence by the applicant indicating that her superiors intended or attempted to expedite the processing of the award for the purpose of its consideration by the CY14A Lieutenant Colonel Selection board. With respect to the applicant’s request to have her OSB corrected to show her DMSM, we note this has been administratively corrected. Therefore, we agree with the opinion and recommendation of the Officer Promotions and Selective Continuation Branch and adopt their rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice. In view of the above, the Board majority finds no basis to recommend granting the applicant’s request for SSB consideration. 4.  The applicant’s case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved. Therefore, the request for a hearing is not favorably considered. RECOMMENDATION OF THE BOARD: The majority of the Board finds insufficient evidence of error of injustice and recommends the application be denied.
