RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04689 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect Block 11, “Primary Specialty” to read “3E000, Civil Engineer, Chief Enlisted Manager, 4 years and 9 months; 3E490, Water and Fuel Systems Maintenance Superintendent, 5 years and 2 months; 3E4X3, Pest Management, 20 years and 1 month.” APPLICANT CONTENDS THAT: Both the Air Force Specialty Code (AFSC) titles and the length of time served in each AFSC were input wrong in the Military Personnel Data System (MILPDS). The titles should correspond to his promotion to the grade of Chief Master Sergeant (CMSgt) on 1 Feb 10 and his promotion to the grade of Senior Master Sergeant (SMSgt) on 1 Nov 04. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: According to the applicant’s AF IMT 2096, Classification/On-The- Job Training Action, on 10 Jan 06, his Primary AFSC (PAFSC) changed from 3E473 to 3E490. The applicant’s DD Form 214, Block 11 currently reflects “3EOOO, Facility Systems, 3 Years and 9 months; 3E490, Pest Management, 4 Years and 10 months; 3E473, Pest Management, 21 Years and 3 months.” On 1 Nov 14, the applicant retired from the Regular Air Force in the grade of CMSgt (E-9) and was credited with 30 years and 13 days of total active service. On 7 Apr 16, AFPC/DP3ST notified the applicant that his DD Form 214, Block 11, “Primary Specialty,” was administratively corrected to read as 3E000, Civil Engineer, Chief Enlisted Manager, 4 Years and 3 Months; 3E490, Infrastructure Systems, Superintendent, 4 Years and 10 Months; and 3E473, Pest Management, Craftsman, 21 Years and 3 Months (Exhibit E). AIR FORCE EVALUATION: AFPC/DPSIC recommends denial of the applicant’s request to change his DD Form 214 as requested on his application. Instead, they recommend his DD Form 214, block 11 be changed to read as, "3EOOO, Civil Engineer, Chief Enlisted Manager, 4 Years and 3 Months; 3E490, Infrastructure Systems, Superintendent, 4 years and 10 months; 3E473 Pest Management, Craftsman." The applicant's DD Form 214, Section 11, issued in conjunction with his 1 Nov 14 retirement, block 11 contains "3EOOO, Facility Systems, 3 years and 9 months; 3E490, Pest Management, 4 years and 10 months; 3E473, Pest Management, 21 years and 3 months.” The applicant is focusing on his dates of rank to the grades of SMSgt and CMSgt instead of periods of duty performance in the AFSCs. As such, the applicant's premise for the changes is faulty. IAW AFI 36-3202, Separation Documents, Table 4, How to Prepare DD Form 214, Rule 14, Item 11 (of the DD 214), Primary Specialty (Number, title and years and months in specialty): “Enter the primary AF Specialty code (PAFSC) and all additional AFSCs in which the member served [emphasis added] for 1 year or more, during member's continuous active military service. In each AFSC, show the highest skill level in which the member performed duties. For each AFSC give the AFSC title (Not Duty Title) with the years and months of service ... Use the title applicable to the AFSC at the time the duty was performed ... For Airmen: Do not make a separate entry for each skill level below 7-level. When AFSCs merge at the 9-level, make separate entries for the highest skill level in each AFSC below the 9-level." The AFSCs identified are correct; however, correction is required for the following: The AFSC title, years and months of service for 3EOOO is incorrect, it should read "3EOOO, Civil Engineer, Chief Enlisted Manager, 4 Years and 3 Months." AFSC 3E490, should read "Infrastructure Systems, Superintendent" but the years and months of service are correct. This is the AFSC title applicable at the time duty was performed. AFSC 3E473, should read "3E473, Pest Management, Craftsman," but the years and months of service in block 11 are correct for this AFSC. These changes correct erroneous AFSC titles and, where necessary, years and months of service to comply with Air Force policy as stated in AFI 36- 3202. The years and months of service in whole years and months of service, where changed based on the attached MILPDS extract reflecting the applicant’s duty history. A complete copy of the AFPC/DPSIC evaluation, with attachments, is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 17 Feb 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice to warrant changing the applicant’s DD Form 214, Block 11, “Primary Specialty” to read “3E000, Civil Engineer, Chief Enlisted Manager, 4 years and 9 months; 3E490, Water and Fuel Systems Maintenance Superintendent, 5 years and 2 months; 3E4X3, Pest Management, 20 years and 1 month.” We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force Office of Primary Responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, aside from the administrative corrections noted above, we find no basis to recommend granting the additional relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
