RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04711 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her date of rank (DOR) and effective DOR to the grade of Airman First Class (A1C/E-3) be changed to the date she was accessed into the Air National Guard (ANG) on 7 Aug 14. APPLICANT CONTENDS THAT: Her recruiter made an administrative error when determining the grade into which she was being enlisted. In accordance with the Fiscal Year 2014 (FY14) Recruiting and Retention (R&R) Initiatives she should have been enlisted as an A1C. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially enlisted in the ANG in the grade of Airman (Amn/E-2) on 7 Aug 14. The remaining relevant facts pertaining to this application are described in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is included at Exhibit C. AIR FORCE EVALUATION: NGB/A1PP recommends granting the applicant’s request, indicating there is evidence of an error or injustice. The applicant’s Air Force Specialty Code (1N1X1) was added to the Non-Prior Service Critical Skills Promotion List, effective 1 Oct 13, making her eligible for enlistment as an A1C in accordance with the FY14 R&R Initiatives. A review of the applicant’s records indicates she was eligible to enlist as an A1C. Her DOR and effective DOR should be 7 Aug 14. A complete copy of the NGB/A1PP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 10 Aug 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case and agree with the opinion and recommendation of NGB/A1PP and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show on 7 August 2014, she enlisted in the Air National Guard in the grade of airman first class (E-3), instead of airman basic (E-1).
