RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04857 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her Enlisted Performance Report (EPR), rendered for the period 1 May 2013 through 30 April 2014 be corrected to reflect “Assistant NCOIC, Installation Personnel Readiness (IPR)” as her duty title. APPLICANT CONTENDS THAT: Her supervisor held the title of “Superintendent” as a technical sergeant; however, AFI 36-2618, paragraph 7.2.7 specifically states only senior NCOs can hold the duty title of superintendent. Therefore, her duty title was changed to “NCOIC” – but should reflect “Assistant NCOIC, Installation Personnel Readiness.” The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of staff sergeant. EPR profile since 2011 reflects the following: PERIOD ENDING EVALUATION OF POTENTIAL 17 May 11 5 19 Mar 12 4 13 Sep 12 5 30 Apr 13 5 * 30 Apr 14 5 31 Jan 15 5 * Contested report. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSIDE recommends denial indicating the applicant has not exhausted all available avenues of administrative relief prior to seeking correction of her military records. If the administrative appeal is not successful, the applicant may resubmit her application and the results of the Evaluation Reports Appeal Board (ERAB) administrative review. Under the provisions of AFI 36-2603, Air Force Board for Correction of Military Records, the request for correction of military records, DD Form 149, Application for Correction of Military Records Under the Provisions of Title 10, USC, Section 1552, has been examined at this Center. The Air Force Board for Correction of Military Records (AFBCMR) is the highest level of administrative appeal within the Department of the Air Force. The AFBCMR will not consider a case until all avenues of administrative relief have been exhausted. We recommend the applicant submit a new AF Form 948, Application for Correction/Removal of Evaluation Reports, with all required supporting documentation, through the vMPF/Evaluation Appeals found under the Most Popular Applications. A complete copy of the AFPC/DPSIDE evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 26 May 2015 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has not exhausted all remedies provided by existing law or regulations. 2. The application is timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant’s contentions are duly noted; however, we agree with the opinion and recommendation of the Air Force OPR and adopt its rationale as the basis for our conclusion that the applicant has not exhausted her administrative avenues for relief. We recommend the applicant submit an AF Form 948, Application for Correction/Removal of Evaluation Reports, with all required supporting documentation, through the vMPF/Evaluation Appeals found under the Most Popular Applications. However, should after exhausting her administrative avenue of relief, the applicant feel she is still a victim of an error or injustice, the applicant may resubmit her application to the Board for consideration. THE BOARD DETERMINES THAT: The applicant be notified that all available avenues of administrative relief have not been exhausted; and the application will only be reconsidered upon submission of documentary evidence indicating that said avenues of administrative relief have been exhausted.
