RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-00092 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His effective date of rank (DOR) be changed to reflect the date he graduated from high school on 24 May 14. APPLICANT CONTENDS THAT: He was enlisted as an Airman Basic (E-1) before graduating from high school. His Air Force Specialty Code (AFSC) of 3D1X1 (Client Systems), was listed on the Non-Prior Service Critical Skills Promotion List, which made him eligible for promotion to the grade of Airman First Class (E-3), effective on his date of graduation. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 9 May 14 in the grade of E-1 in AFSC 3D1X1. According to the documentation provided by the applicant, he graduated from high school on 24 May 14. Under Special Order A3-229, dated 17 Oct 14, the applicant was promoted to the grade of E-3 with a DOR and effective DOR of 17 Oct 14. The remaining relevant facts pertaining to this application are described in the memorandum prepared by the Air Force office of primary responsibility (OPR), included at Exhibit C. AIR FORCE EVALUATIONS: NGB/A1PP recommends granting, indicating there is evidence of an error or injustice. In accordance with ANGI 36-2002, Enlistment and Reenlistment in the Air National Guard and as a Reserve of the Air Force, and the Fiscal Year 2014 Recruiting and Retention (R&R) Initiatives, individuals whose AFSC are on the Non-Prior Service Critical Skills Promotion List are authorized to be promoted to the grade of E-3 upon graduation from high school. The applicant’s squadron received the applicant’s high school diploma and verified that he qualified for the grade of E-3, but was unable to process the promotion before he departed for basic training. A complete copy of the NGB/A1PP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS: A copy of the Air Force evaluation was forwarded to the applicant on 26 Feb 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case and agree with the opinion and recommendation of NGB/A1PP and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that his effective date of rank (DOR) be changed to reflect the date he graduated from high school on 24 May 14.
