RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-00093 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His overseas assignment with the Army during the period 15 Nov 03 through 15 Nov 04 be changed from a “Short Tour” to a “deployment” in all his Air Force records, to include his SURF. APPLICANT CONTENDS THAT: He was unjustly denied deployment credit. He deployed during his enlistment with the Army, but his AF records currently reflect the deployment as a short tour with a start date of 10 Sep 08 and no end date. Documentation from the Army differs from how the AF tracks deployments in that he never received a paid travel voucher from the Army. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Army on 4 Jun 01. On 3 Jun 05, the applicant was furnished an honorable discharge certificate from the Army, credited with 4 years of active service, and entered the Air Force Reserve, effective 4 Jun 05. On 14 Dec 12, the applicant signed an AF IMT 133, Oath of Office, accepting a commission in the Regular Air Force as a second lieutenant. On 25 Sep 15, AFPC/DPAPP notified the applicant the Short Tour Return Date (STRD) of 10 Sep 08 reflected in the Overseas History portion of his SURF is based upon his Total Active Federal Military Service Date (TAFMSD) of 10 Sep 09, and his one-year tour in Iraq from 2003 to 2004 was listed for historical purposes. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPWOR did not make a discrete recommendation. The applicant served in Kuwait and Iraq during the period 15 Nov 13 through 15 Nov 14, while with the Army. In order to make the change the applicant requests, one of the following source documents must be provided along with his appropriate travel voucher: a.  Certified Contingency/Exercise/Deployment (CED) Orders. b.  Certified non-CED Orders (i.e, Defense Travel System travel order DD Form 1610, NATO Travel Orders, AMC Form 41) c.  Approved decoration. d.  Performance Report or finalized Letter of Evaluation. e.  Squadron Commander or deployed commander letter providing justification. A completed (paid) travel voucher is needed in order to complete the proper fields in MilPDS for this deployment. A complete copy of the AFPC/DPWOR evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: In further support of his request, the applicant submitted a statement taking exception to the comment in the DPWOR advisor that a completed travel voucher is needed to complete the requested changes. Army deployments differ from Air Force deployments in that the Army deploys as a unit so individual travel vouchers are not provided (Exhibit E). THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission, to include his rebuttal response to the advisory opinion, in judging the merits of the case. While the Board notes applicant’s contention concerning Army procedures, we agree with AFPC/DPWOR that without the applicant submitting the required documentation, the applicant’s request cannot be corrected administratively and to date the applicant has not submitted sufficient justification to warrant correcting the record. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
