RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS. IN THE MATTER OF: DOCKET NUMBER: BC-2015-00476 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His military records be corrected to reflect additional temporary duty (TDY) service in Thailand and the Republic of Korea. APPLICANT CONTENDS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, is incorrect. It only shows 11 months and 9 days of service time in Korea. He served in Korea longer than that, and also served in Thailand. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 9 Sep 70. On 30 Apr 74, the applicant was furnished an honorable discharge, and was credited with 3 years, 7 months, and 22 days of active service, to include 11 months and 9 days of foreign service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPAPP recommends denial indicating there is no evidence of an error or an injustice. A thorough review of the applicant’s official military records revealed no documentation verifying he served in the Republic of Korea for longer than 11 months and 9 days. The applicant had boots on the ground in Korea during the period 3 May 71 through 11 Apr 72. In addition, no service in Thailand could be verified. A complete copy of the AFPC/DPAPP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: In further support of the applicant’s request, he resubmitted a copy of his AF Form 626, Request and Authorization for Temporary Duty—Military, Special Order #TB-1898, dated 21 Jul 72, directing him to travel from Sheppard AFB, TX to Takhli Royal Thai Air Base (RTAB), Thai for a period of approximately 92 days. He feels this is enough evidence to support his contention that he served in Thailand in TDY status. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice concerning his contention of additional service time in Korea. We took notice of the applicant’s complete submission, to include his rebuttal response to the advisory opinion, in judging the merits of the case; however, we agree with the opinion and recommendation of AFPC/DPAPP and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice regarding his additional service time in Korea. Notwithstanding the above determination, we find sufficient relevant evidence has been presented to demonstrate the existence of an injustice concerning his service time in Thailand. While we note the comments of AFPC/DPAPP indicating relief should be denied because the applicant’s official military records revealed no documentation verifying he served in Thailand, we believe a preponderance of the evidence substantiates corrective action is warranted. In this respect, we note the applicant provided a copy of his travel orders to Thailand for a period of approximately 92 days beginning Jul 72, and his official file contains an AF Form 2095, Assignment/Personnel Action, dated 4 Oct 72, which states “Airman is presently TDY to SEA for 92 days due return date is approximately 27 Sep 72.” Together these documents substantiate additional overseas service occurring after the overseas service he is currently credited with on his DD Form 214. Therefore, we recommend the applicant’s records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show he had boots on the ground in Thailand for a period of 92 days beginning 1 August 1972.
