(Administratively Corrected to reflect the NDOSM w/N device & 1 Bronze Oak Leaf Cluster (NDOSM w/N device & 1BOLC.) APPLICANT CONTENDS THAT: He was on active duty from 12 Feb 76 to 30 Mar 03 and stationed at Loring Air Force Base, Maine from 1984 to 1985 and 1988 to 1994 until the base closed. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: According to the applicant’s DD Form 214, Certificate of Release or Discharge from Active Duty, on 12 Feb 76, he entered the Regular Air Force. On 1 Apr 03, the applicant retired from active duty and credited with 27 years, 1 month, and 19 days of total active service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the applicant’s request for award of the Cold War Medal. The Cold War Medal is not an official award of the United States Air Force or Department of Defense and is not awarded or issued by the United States Government. These medals are primarily celebratory display medals rather than official awards or decorations. The Cold War Medal/Certificate recognizes members of the Armed Forces and civilian personnel of the United States Government who served in the United States during the Cold War. The endeavor is being conducted by the Department of the Army. The applicant may order a certificate online at https://www.hrc.army.mil/site/active/tagd/coldwar/default.htm. Administrative correction of the applicant's official military personnel record will be completed by AFPC/DPSOR. Unfortunately, the NDOSM w/N device & 1BOLC is currently unavailable and will be shipped to the address the applicant provided on the DD Form 149 at a later date. A complete copy of the AFPC/DPSID evaluation, with attachment, is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 21 Sep 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force OPR and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, aside from the administrative corrections noted above, we find no basis to recommend granting the additional relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
