RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-01269 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected as follows: a. His service of 11 months and 8 days while attending the United States Air Force Academy Preparatory School be included towards retirement credit. b. Block 15, Commissioned Through Service Academy, reflect “YES”. Administratively corrected. APPLICANT CONTENDS THAT: He attended both the United States Air Force Academy Preparatory School and the United States Air Force Academy, yet the time spent at Preparatory School is not reflected in his Total Active Federal Military Service and his source of commission listed on his DD Form 214 incorrectly reflects “NO”. In support of his request, the applicant provided a Letter of Certification from the United States Air Force Academy which validates he attended from 28 Jun 00 and graduated 2 Jun 04. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 21 Jul 99, the applicant entered United States Air Force Academy Preparatory School. On 28 Jun 00, the applicant was released from active duty and enrolled in the United States Air Force Academy. The applicant was furnished a DD Form 214, with an Honorable discharge, and credited with 11 months and 8 days of active service. On 2 Jun 04, the applicant entered the Regular Air Force. On 9 Nov 14, the applicant’s service dates were verified and his time at the Air Force Academy Preparatory School was added to his Total Active Federal Military Service Date (TAFMSD). His TAFMSD was adjusted to reflect 24 Jun 03 which is 11 months and 8 days prior to his Academy graduation and commissioning date of 2 Jun 04. On 29 Sep 14, the applicant was furnished an Honorable discharge, and was credited with 10 years, 3 months, and 28 days of active service. On 22 Sep 15, the Air Force Personnel Center produced an AF Form 215, Correction to DD Form 214, Certificate of Release or Discharge from Active Duty, which corrected Block 15a, Commissioned Through Service Academy, to reflect “YES”. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSIPV recommends denial indicating there is no evidence of an error or an injustice. The applicant was previously awarded credit for his time spent at the United States Air Force Academy Preparatory School, and that time is reflected on both of his DD Form 214s. The applicant’s most recent DD Form 214 covers the time from commissioning to his separation and credits him with 10 years, 3 months, and 28 days; while, Block 12d, Total Prior Active Service, reflects 11 months and 8 days which is his prior service while attending the Preparatory School. A complete copy of the AFPC/DPSIPV evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 22 Dec 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
