IN THE MATTER OF: DOCKET NUMBER: BC-2015-01423 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her date of rank (DOR) to the grade of senior airman (SrA), E-4, be changed to 4 Oct 13. APPLICANT CONTENDS THAT: She was qualified for the rank of SrA on 4 Oct 13 per AFI 36-2502, Enlisted Airmen Promotion/Demotions Programs, Table 8-2. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air Force Reserve in the grade of SRA. According to documents extracted from her military personnel record (MPR), the applicant’s DOR to the grade of SRA is 6 Aug 14. According to documents submitted by the applicant, she completed her technical training, command post apprentice course, on 4 Oct 13. The remaining relevant facts pertaining to this application are described in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is included at Exhibit C. AIR FORCE EVALUATION: AFRC/A1K recommends granting the requested relief. A review of the documentation provided by the applicant, products obtained from the personnel data system (PDS) and AFI 36-2502, Enlisted Airman Promotion/Demotions Programs, the applicant would have met the minimum eligibility requirements for promotion to the grade of SrA, on 4 Oct 13, had the Wing Training Office updated the 3-skill level upon her return from technical school. Per AFI 36-2502, a service member must have a 3-skill level, 8 month time in grade (TIG), one year time in service, and be a satisfactory participant in the Reserve, and have the recommendation of their assigned supervisor, then be approved by the promotion authority for promotion to SrA. It is at the discretion of the supervisor to recommend promotion to the promotion authority when an individual has met the eligibility criteria for promotion to the next higher grade. The applicant and unit commander both state she would have been promoted as soon as she was eligible, had the information been updated in a more timely manner. A complete copy of the AFRC/A1K evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 25 Sep 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case and agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that that she was promoted to the grade of senior airman (E-4) with a Date of Rank (DOR) and a Promotion Effective Date (PED) of 4 October 2013.
