RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS. IN THE MATTER OF: DOCKET NUMBER: BC-2015-01487 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her records be corrected to reflect constructive service credit (CSC) for her civilian work experience prior to commissioning in the Medical Service Corps. APPLICANT CONTENDS THAT: Her recruiter omitted her civilian work experience in the Medical Service Corps when calculating her CSC, which would adjust her current rank/promotion eligibility. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Air National Guard on 12 Mar 02. On 31 Jul 06, the applicant was furnished an honorable discharge, transferred to the Air Force Reserve effective 1 Aug 06, and was credited with four years, four months, and nineteen days of service. On 11 Mar 10, the applicant was discharged from the Air Force Reserve. On 7 Nov 13, the applicant received a Reserve appointment in the grade of second lieutenant (O-1). On 3 Mar 14, the applicant began extended active duty (EAD), and started Commissioned Officer Training (COT) Course at Maxwell AFB. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPAN recommends denial indicating there is no evidence of an error or an injustice. After reviewing the applicant’s personnel records they validated no alleged error or injustice was found in the applicant’s records pertaining to receiving constructive service credit for work experience. In accordance with DoDI 6000.13, Medical Manpower and Personnel, AFI36-2005, Appointment In Commissioned Grades and Designation and Assignment in Professional Categories – Reserve of the Air Force and United States Air Force, and the 2014 Accession Year Medical Service Corps (MSC) Applicant Information Guide, she was not entitled to receive credit for her work experience because her work experience was not as a professional Health Services Administrator in a healthcare setting, it was as a training instructor and as a technician. A complete copy of the AFPC/DPAN evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 31 Jul 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
