RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS. IN THE MATTER OF: DOCKET NUMBER: BC-2015-01599 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His Fitness Assessment (FA) dated 22 May 14 be removed from the Air Force Fitness Management System II (AFFMS II). APPLICANT CONTENDS THAT: He was not aware that when he took his 22 May 14 FA, he was on a medical profile. Based on this fact he requested his FA, dated 22 May 14, be removed from AFFMS II. The Fitness Assessment Appeals Board (FAAB) disapproved his request … “The FAAB concluded that member failed to report any medical issues prior to or during the fitness assessment dated 22 May 14. Member was put on a profile 4 months after the fitness assessment was administered.” He disagrees with these findings. He was placed on the profile on 17 Apr 14, almost a month prior to his FA. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air Force Reserve in the grade of senior master sergeant (E-7). The applicant’s last five FA scores are as follows: DATE RESULT 10 Jan 15 Satisfactory 5 Oct 14 Unsatisfactory * 22 May 14 Unsatisfactory, with an Abdominal Circumference (AC) measurement of 39 inches. According to the Fitness Assessment Chart for his age (50-59) in AFI 36-2905, Fitness Program, this AC measurement equals 12.6 points. 21 Nov 13 Satisfactory 31 May 13 Satisfactory * Contested FA. On 20 Jan 15, AFPC/DPSIM concluded the applicant failed to report any medical issues prior to or during the 22 May 14 FA. The remaining relevant facts pertaining to this application are described in the memorandum prepared by the Air Force offices of primary responsibility (OPR), which is included at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSIM recommends denying relief sought to remove the FA dated 22 May 14 from AFFMS based on the FAAB results and a lack of evidence. However, they recommend the member’s FA be corrected to reflect exemptions for the 1.5 mile run, 2km walk, push-ups, and sit-ups components, based on his AF Form 469, Duty Limiting Condition Report, dated 4 Aug 14. On 22 May 14, the applicant’s overall FA score was 71.60. The applicant went through the wing appeals process and the fitness assessment appeals board and was denied at each level. The Wing Commander recommended the applicant request correction of his Fitness Assessment to reflect the following exemptions based on his AF Form 469: 1.5 mile run, walk, push-up, and sit- up components. However, the applicant requested the FAAB to remove his entire FA. The FAAB disapproved the applicants appeal request based on a lack of evidence. A complete copy of the AFPC/DPSIM evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 14 Sep 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial relief. We took notice of the applicant's complete submission in judging the merits of the case and while we note the applicant requested to remove the entire FA, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and believe the appropriate measure is to correct his FA to reflect exemptions for the following components: 1.5 mile run, 2km walk, push-ups, and sit-ups based on his 4 Aug 14 AF Form 469, Duty Limiting Condition Report. While this change does not remove the assessment in whole, it will change the results listed in AFFMS II from Unsatisfactory to Satisfactory, based on his AC measurement and AFI 36-2905, Fitness Program, Attachment 10.4, Fitness Assessment Chart - Male: Age 50 - 59. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that the Air Force Fitness Management System II reflect exemptions in cardio, pushups, and sit-ups for his Fitness Assessment dated 22 May 2014, and his overall fitness level reflect “Satisfactory.” The following members of the Board considered AFBCMR Docket Number BC-2015-01599 in Executive Session on 17 Nov 15 under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records as recommended.
