RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-02279 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His Home of Record (HOR) be changed from Denver, CO, to Effingham, IL. APPLICANT CONTENDS THAT: Some of his records indicate Denver, CO, as his HOR, but he was just visiting the area when he joined the Air Force. His DD Form 4, Enlistment/Reenlistment document Armed Forces of the United States, incorrectly indicates Denver, CO, as his HOR, but his DD Form 1966, Record of Military Processing – Armed Forces of the United States, signed 30 Jul 05, indicates his correct HOR of Effingham, IL. This error impacts his ability to obtain Veteran’s benefits from the state of IL. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 15 Nov 05. On 22 Oct 12, the applicant was released from active duty, in the grade of staff sergeant (E-5), with a narrative reason for separation of “commissioned or warrant in same branch of service.” He was furnished an honorable discharge, and was credited with six years, eleven months, and eight days of active service. On 23 Oct 12, the applicant was appointed as a Regular officer of the Air Force in the grade of second lieutenant (O-1), effective 23 Oct 12. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSIP recommends denial of the requested relief of changing the applicant’s HOR. The applicant has not exhausted all reasonable administrative remedies prior to submitting this application for relief from the BCMR. He should pursue the requested corrective action with the Headquarters Air Force Recruiting Service, Randolph AFB, TX for assistance in correcting his DD Form 4, , Enlistment/Reenlistment Document Armed Forces of the United States. The DD Form 4, serves as the root document for enlisted individuals entering the Air Force and provides critical data in the development and production of future personnel documents. A complete copy of the AFPC/DPSIP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 2 May 16 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has not exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. In this respect, we note this Board is the highest administrative level of appeal within the Air Force. As such, an applicant must first exhaust all available avenues of administrative relief provided by existing law or regulations prior to seeking relief before this Board, as required by the governing Air Force Instruction. The Air Force office of primary responsibility has reviewed this application and indicated there is an available avenue of administrative relief the applicant has not first pursued. In view of this, we find this application is not ripe for adjudication at this level as there exists a subordinate level of appeal that has not first been depleted. Therefore, in view of the above, we find no basis to recommend granting the relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified that all available avenues of administrative relief have not been exhausted; and the application will only be reconsidered upon submission of documentary evidence indicating that said avenues of administrative relief have been exhausted.
