RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-02449 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her Home of Record (HOR) on her DD Forms 214, Certificate of Release or Discharge from Active Duty, for the periods ending 31 Mar 02 and 31 Aug 12, be changed to reflect San Angelo, Texas (TX) rather than Warner Robins, Georgia (GA) and Hyde Park, New York (NY). APPLICANT CONTENDS THAT: She is being denied education benefits from the State of Texas based on the HORs reflected on her DD Forms 214. Her DD Form 1966/1, Record of Military Processing – Armed Forces of the United States, and DD Form 4, Enlistment/Reenlistment Document Armed Force of the United States, dated 24 Dec 87, reflects her HOR as San Angelo, TX. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 24 Dec 87, the applicant commenced her enlistment in the Air Force Reserve. A review of the applicant's entire official personnel record indicates that in addition to her initial DD Form 4-1, which specifies her HOR is San Angelo, Texas, she has other DD Forms 4-1 pertaining to her enlistment/re-enlistments showing Bonaire GA, Hyde Park NY, Warner-Robbins, GA, Beale AFB, CA and PSC Box 3071 APO NY as the HOR on each document. By Special Order A-077, dated 10 Dec 09, the applicant was voluntarily ordered to extended active duty from Bonaire, GA. On 31 Aug 12, she was released from active duty and transferred to the Air Force Reserve. On 1 Mar 13, she was released from her, then, current assignment and assigned to the HQ ARPC Retired Reserve section and placed on the Retired Reserve List awaiting retirement pay at age 60 (16 May 2022). AIR FORCE EVALUATION: ARPC/DPTS recommends denial indicating there is no evidence of an error or an injustice. After reviewing the documentation presented and the applicant’s military personnel record, there is no evidence to warrant changing the applicant’s HOR. According to Air Force Instruction (AFI) 36-3202, Separation Documents, ANG and Reserve members when entering a period of active duty service must use the address listed on their active duty orders for the HOR. Also, the Home of Record at Time of Entry for ANG and Reserve members is dictated by the address listed by the Place of Entry into Active Duty, Item 7a on the DD Form 214. While the applicant’s HOR at the time of her initial Reserve enlistment was Texas her extended active duty orders reflect Georgia as her HOR. Her DD Forms 214 are correct as is. A complete copy of the ARPC/DPTS evaluation, with attachment, is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 14 Aug 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
