RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-02582 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Report of Transfer from the Armed Forces of the United States, block 5, Specialty Number and Related Civilian Occupation, be corrected to reflect 25270 and Intermediate Meteorologist. APPLICANT CONTENDS THAT: He went to school for the training. The applicant’s complete submission, with attachment, is at Exhibit A. STATEMENT OF FACTS: The applicant is a former member of the Air Force who was discharged on 3 January 1954 in the rank of airman first class. His DD Form 214 reflects his specialty number as 25250 and his related civilian occupation reflects Sr. Weather Observer. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DP3ST recommends denial. The special order number 43, dated 21 March 1951, documented award of “Prim AFS Sr Wea Obsr – 25250” (Atch 1). The applicant’s completion of the Intermediate Meteorology course, identified on his Student Record Card – Technical Training (Atch 2), indicates his primary Air Force Specialty Code (AFSC) was 25250 and a graduating AFSC of 24270[sic]. However, the applicant was not eligible for award of the 7-skill level AFSC based on his grade. The authority in effect for awarded specialties at that time was AFM 35-1, Military Personnel Warrant Officer and Airman Classification Manual, Part 1, Chapter 5. Specifically paragraph f, limitations, number 2 states “Airmen in pay grades E-3 and E-4 (airman second class and airman first class) will not be classified higher than the skilled (5) level in an AFS” (Atch 3). Finally, his Soldier’s Qualification Card (Atch 4) indicates (block 27) his classification is (P) Sr Wea Obsr with 25250 and a hand-written -7 following the typewritten AFSC. Block 29 (Record of Current Service) captures duty as a “MetTech, 25270,” beginning 1 October 1952 and appears to continue until his date of separation of 3 January 1954. Reviewing the equivalent of today’s AF Enlisted Classification Directory from 1 March 1954, the AFSC for Meteorological Technician was 25270 with the same title prior to that date. The applicant separated from the AF less than 60 days prior to this document’s effective date, so it is reasonable to assume the former AFSC and former title at that time was 25270 and Meteorological Technician at that time. The applicant was discharged as an airman first class and was ineligible for the award of the 7 skill level per AFM 35-1. Accordingly, his records are correct. A complete copy of the AFPC/DP3ST evaluation, with attachments, is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant states the Air Weather Service opened the position of Intermediate Meteorology to allow advancement for enlisted weather observers. There were four airmen and a staff sergeant sent to the program. He was allowed to attend to fill the classes. He finished the school and was awarded the job classification of 25270. He could have made staff sergeant in February 1953; however, he postponed a promotion to meet Air Force needs. He completed the Intermediate Meteorology course and worked for over 15 months as 25270. He believes he should receive the credit. The Air Force could have waived the rank or given him the rank for trying to make himself better. The applicant’s complete response is at Exhibit E. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission, to include his response to the Air Force advisory, in judging the merits of the case. Notwithstanding the applicant’s view, the applicant has provided no evidence to overcome the rationale provided by the Air Force office of primary responsibility. Therefore, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant was not eligible for the 7 skill level based on his grade of airman first class. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
