RECORD OF PROCEEDINGS IN THE CASE OF: BOARD DATE: 03 NOVEMBER 2005 DOCKET NUMBER: AR20050001555 I certify that hereinafter is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in the case of the above-named individual. Mr. Carl W. S. Chun Director Mr. Jessie B. Strickland Analyst The following members, a quorum, were present: Mr. Thomas Howard Chairperson Mr. John Infante Member Ms. Carmen Duncan Member The Board considered the following evidence: Exhibit A - Application for correction of military records. Exhibit B - Military Personnel Records (including advisory opinion, if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his report of separation (DD Form 214) be corrected to reflect his service in Bosnia from 7 January 1996 to 7 November 1996. 2. The applicant states that his DD Form 214 incorrectly reflects that he served in Bosnia from 8 November 1996 to 16 June 1997, when in fact he served from 7 January 1996 to 7 November 1996. 3. The applicant provides a copy of his DD Form 214, a copy of a post-deployment medical screening that was completed on 10 January 1996, an in-theater medical screening that was completed on 2 November 1996, an order awarding him the Good Conduct Medal in Croatia dated 30 October 1996 and a copy of his Personnel Qualification Record (DA Form 2-1). CONSIDERATION OF EVIDENCE: 1. He enlisted in Charlotte, North Carolina, on 8 September 1981 for a period of 3 years and training as a TOW/DRAGON Repairer. He completed his basic combat training at Fort Leonard Wood, Missouri, and his advanced individual training at Redstone Arsenal, Alabama. 2. He remained on active duty through a series of continuous reenlistments. He served four tours in Germany, one tour in Korea, one tour in Saudi Arabia and his last overseas tour was in Bosnia from 7 January 1996 to 7 November 1996. 3. He was promoted to the pay grade of E-7 on 1 June 1998, while assigned to Redstone Arsenal and remained on active duty until he was honorably released from active duty (REFRAD) on 30 September 2001 and was transferred to the Retired List effective 1 October 2001. He had served 20 years and 23 days of total active service and the DD Form 214 issued at the time of his REFRAD indicates that he served in “EURA-Bosnia from 8 November 1996 to 16 June 1997 in support of Operation Joint Endeavor.” DISCUSSION AND CONCLUSIONS: 1. The applicant’s contention that his service in Bosnia as reflected on his DD Form 214 is incorrect appears to have merit. The evidence of record clearly substantiates the applicant’s claim that he served in Bosnia from 7 January to 7 November 1996, instead of 8 November 1996 to 16 June 1997, as currently reflected on his DD Form 214. 2. Accordingly, his DD Form 214 should be corrected to reflect the dates he actually served in Bosnia. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that he served in Bosnia in support of Operation Joint Endeavor from 7 January to 7 November 1996 instead of 8 November 1996 to 16 June 1997, as currently reflected on his DD Form 214. ____Thomas Howard__________________ CHAIRPERSON INDEX CASE ID AR20050001555 SUFFIX RECON DATE BOARDED 20051103 TYPE OF DISCHARGE N/A AD (AC) Soldier DATE OF DISCHARGE N/A AD (AC) Soldier DISCHARGE AUTHORITY N/A AD (AC) Soldier DISCHARGE REASON N/A AD (AC) Soldier BOARD DECISION (GRANT) REVIEW AUTHORITY AR 15-185 ISSUES 1.110.0000 189/CORR 214 2. 3. 4. 5. 6.
