THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of the Board’s denial of his request to grant him Combat Related Special Compensation (CRSC) for his Department of Veterans Affairs (VA) disability rating for limited flexion of knee. 2. The applicant states that having served as an infantry officer and attack helicopter pilot in Vietnam for 2 years, he knows what constitutes war. He adds that anyone familiar with combat exercises at Fort Bragg, North Carolina, knows that a parachute operation is a simulation of war. 3. The applicant provides a Standard Form 600, Chronological Record of Medical Care which shows that the applicant was treated for knee pain on 11 July 1975; and his 82nd Airborne Division parachutist qualification card dated 18 September 1975 . CONSIDERATION OF EVIDENCE: Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20050012245, on 26 January 2006. DISCUSSION AND CONCLUSIONS: 1. The parachutist identification card shows that the applicant was a paratrooper on jump status with the 82nd Airborne Division on 18 September 1975. The medical treatment record submitted by the applicant shows that he was treated for knee pain, but does not show the cause of the knee pain. 2. The Board readily accepts that an injury incurred on a military parachute jump would be combat related. However, the new evidence submitted by the applicant does not establish that his VA disability rating for limited flexion of knee is due to an accident incurred on a parachute jump.
