THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his Armed Forces of the United States Report of Transfer or Discharge (DD Form 214) to show his correct military occupational specialty (MOS). 2. The applicant states, in effect, that his DD Form 214 incorrectly shows that he held MOS 70A1O (Clerk Typist). His actual MOS was 67N2O (Utility Helicopter Mechanic). 3. The applicant provides a copy of his DD Form 214. CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant’s failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant’s failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. On 24 November 1964, the applicant enlisted in the Regular Army for 3 years. He completed his initial training and was awarded MOS 67N2O (Utility Helicopter Mechanic). 3. On 13 December 1967, the applicant was honorably released from active duty and transferred to the United States Army Reserve Control Group (Reinforcement). 4. Item 23a (Specialty Number and Title) of the applicant’s DD Form 214 lists his MOS as 70A1O, Clerk Typist. Item 23b (Related Civilian Occupation and D.O.T. Number) is blank. 5. Army Regulation 611-201 (Enlisted Career Management Fields and Military Occupational Specialties) provides, in pertinent part, that the related civilian occupation for 67N1O is Aircraft Mechanic and Repairman. The Dictionary of Occupational Titles (DOT) provides a corresponding code of 621. DISCUSSION AND CONCLUSIONS: The evidence clearly shows that the applicant was trained as a helicopter mechanic and was awarded MOS 67N2O. Therefore, his records should be corrected to show this MOS.
