THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his military records to show that he is entitled to receive a $5,000.00 bonus incentive. 2. The applicant states that his enlistment contract provides him request option 19, but he never received his $5,000.00 bonus. 3. The applicant provides a copy of his enlistment contract and United States Army Recruiting Command (USAREC) message 05-091. CONSIDERATION OF EVIDENCE: 1. On 1 April 2005, the applicant enlisted in the Regular Army for 3 years beginning in the rank of sergeant, pay grade E5. He accepted request option 19 with training as a cavalry scout and duty at Fort Drum, New York. 2. USAREC message 05-091, dated 31 January 2005, provides, in pertinent part, that an enlistment bonus of $10,000 or $5,000.00 may be available to Blue to Green applicants enlisting for a term of service of 3 or more years and selecting a military occupational specialty (MOS) with a priority training seat (option 19 only). The REQUST system will determine the training seat priority and bonus amount. This bonus does not apply to Blue to Green applicants enlisting for an MOS for which they already possess a rating or specialty, which converts to the Army MOS. This bonus may not be combined with any other enlistment incentives. 3. In the processing of this case, an advisory opinion was obtained from the Chief, Incentives and Budget Branch, Enlisted Accessions Division, Office of the Deputy Chief of Staff, G1, Washington, DC. The chief stated that the applicant had entered active duty on 1 April 2005 under the Blue to Green enlistment option and was qualified to receive a $5,000.00 enlistment bonus. He recommended that the Board grant payment to the applicant. 4. On 14 June 2007, the applicant acknowledged receipt of this advisory opinion and concurred with its determination. DISCUSSION AND CONCLUSIONS: 1. The evidence clearly shows that the applicant enlisted in the Regular Army for 3 years and chose request option 19. Therefore, he is entitled to receive an enlistment bonus. 2. There is no evidence to show that he received this bonus or to explain why payment was not made. 3. In view of the above, the applicant’s request should be granted.
