THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that item 27 (Reentry Code), of his DD Form 214 (Certificate of Release or Discharge from Active Duty), dated 8 July 2006, be corrected to show the entry "RE 1" instead of "RE 4R." 2. The applicant states, in effect, that personnel made a mistake and issued him the wrong reentry code and he has an honorable discharge with no problems. 3. The applicant provides a copy of his DD Form 214, dated 8 July 2006, in support of his request. CONSIDERATION OF EVIDENCE: 1. The applicant is currently serving in the United States Army Reserve (USAR) in the rank of staff sergeant (SSG/E-6). 2. The applicant was ordered to active duty in support of Operation Iraqi Freedom on 6 September 2005. He was released from active duty on 8 July 2006 under the provisions of Army Regulation 635-200, Chapter 4, due to completion of required active service. He was issued a separation program designator (SPD) code of "MBK" and an RE Code of "4R." 3. Item 27 (Reenlistment Code), of the applicant’s DD Form 214, shows the entry "4R," item 26 (Separation Code) shows the entry, "MBK," and the narrative reason for separation entered on his discharge certificate was "completion of required active service." Item 18 (Remarks), of his DD Form 214, indicates that he was separated from service on temporary records. 4. A review of the applicant's OMPF (Official Military Personnel File) on i-PERMS (interactive - Personnel Electronic Records Management System) revealed no derogatory information. 5. Pertinent Army regulations provide that prior to discharge or release from active duty, individuals will be assigned reentry codes, based on their service records or the reason for discharge. Army Regulation 601-210 covers eligibility criteria, policies, and procedures for enlistment and processing into the Regular Army (RA) and the US Army Reserve. Chapter 3 of that regulation prescribes basic eligibility for prior service applicants for enlistment. This chapter includes a list of Armed Forces reentry codes, including RA RE codes. 6. RE-4R applies to enlisted personnel after 20 or more years active Federal service (AFS) (Section 3914 or 3917, Title 10, United States Code) and are ineligible for enlistment. 7. RE-1 applies to persons completing their service and who are considered qualified to reenter the Army. 8. Army Regulation 635-5-1 states that SPD (Separation Program Designator) Codes are three-character alphabetic combinations, which identify reasons for, and types of separation from active duty. The primary purpose of SPD codes is to provide statistical accounting of reasons for separation. They are intended exclusively for the internal use of DOD and the military services to assist in the collection and analysis of separation data. The regulation shows that the separation program designator (SPD) "MBK", as shown on the applicant’s DD Form 214, is appropriate for discharge when the narrative reason for discharge is "completion of required active service" and the authority for discharge under this SPD is "Army Regulation 635-200, Chapter 4." 9. The SPD code of "RBD" is appropriate for "sufficient service for retirement", the SPD of "RBE" is appropriate for "voluntary early retirement," and the SPD of "RCC" is appropriate for "reduction in force" and the authority for separation under these SPDs is Army Regulation 635-200, Chapter 12, and Section 3914 or 3917, under Title 10, USC. The applicant has more than 21 years of service (active duty and Reserve combined); however, the applicant was not separated for the purpose of retirement. 10. The SPD/RE Code Cross Reference Table provides instructions for determining the RE code for Active Army Soldiers and Reserve Component Soldiers separated for cause. It also shows the SPD code with a corresponding RE code and states that more than one RE code could apply. The Soldier’s file and other pertinent documents must be reviewed in order to make a final determination. The SPD code of "MBK" has a corresponding RE code of "1 or 3." The SPD Code of "RBD, RBE, and RCC" have a corresponding RE code of "4R." DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant was released from active duty on 8 July 2006 under the provisions of Army Regulation 635-200, Chapter 4, for completion of required active service, and was issued an honorable discharge. He was issued a Separation Code of "MBK" that has a corresponding RE Code of "1 or 3." However, his DD Form 214 shows an RE Code of "4R." 2. The applicant's RE Code of "4R" is not consistent with the basis for his separation. Therefore, the Board recommends that the applicant's records be corrected to show the RE Code of "1" which is consistent with the basis for his separation. It would now be appropriate to change item 27, of his DD Form 214, dated 8 July 2006 to show a reentry code of "1."
