THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of the Basic Parachutist Badge from her Official Military Personnel File (OMPF). 2. The applicant states, in effect, that she was awarded the Parachutist Badge, after attending the course, but did not graduate. 3. The applicant provided a copy of Permanent Orders 054-354, dated 23 February 1999, in support of this application. CONSIDERATION OF EVIDENCE: 1. The applicant's record shows that she entered the Delayed Entry Program on 23 December 1997, and entered active duty on 7 July 1998. The applicant completed basic and advanced individual training, and was awarded military occupational specialty (MOS) 92L (Petroleum Laboratory Specialist) effective 1 December 2005. 2. The applicant submitted Permanent Orders Number 054-345, Headquarters, United States Army Infantry Center, Fort Benning, Georgia, dated 23 February 1999 which awarded her the “Parachutist Badge 77L1P” for successful completion of airborne training. 3. There is no evidence in the applicant’s record which shows that she successfully completed airborne training. 4. The applicant submitted Orders Number 322-03, Rear Detachment, 18th Personnel Services Battalion, Fort Bragg, North, Carolina, dated 18 November 2005 which promoted her from the rank of sergeant to staff sergeant, in primary military occupational specialty (MOS) 92L3O00YY, effective 1 December 2005. 5. Army Regulation 600-8-22 (Military Awards), in pertinent part, sets forth the requirements for award of the basic Parachutist Badge. Award of the basic Parachutist Badge requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the Infantry School, or have participated in at least one combat parachute jump. DISCUSSION AND CONCLUSIONS: 1. The applicant requests removal of the Orders awarding her the Parachutist Badge from her OMPF. 2. Regulatory guidance provides that, for award of the Parachutist Badge, the Soldier must have satisfactorily completed the prescribed proficiency tests for this badge. Evidence shows the applicant did attend Airborne School; however, her record does not show she completed program requirements. 3. Based on the available evidence Permanent Orders 054-345, Headquarters, United States Army Infantry Center, Fort Benning, dated 23 February 1999, erroneously awarded the applicant the Parachutist Badge, therefore, these orders should be revoked.
