THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) with the period ending 31 March 2005 to show award of the Iraq Campaign Medal (ICM). 2. The applicant states, in effect, that the above award should be added to his DD Form 214 for his second tour of service in Iraq. 3. The applicant provides his DD Form 214 with the period ending 31 March 2005 and Headquarters, I Corps and Fort Lewis Orders 274-0026, dated 30 September 2004. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 30 August 1983. 2. On 31 March 2005, the applicant retired. His DD Form 214 with the period ending 31 March 2005 does not show award of the ICM. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) shows that the applicant was awarded the Global War on Terrorism Expeditionary Medal (GWOTEM). 3. Item 18 (Remarks) of the applicant’s DD Form 214 shows the entry, "SERVED IN SUPPORT OF OPERATION ENDURING/IRAQI FREEDOM (IRAQ) 20030216-20030412 AND 20030923-20040217." 4. Human Resources Command (HRC) Military Awards Branch issued a Frequently Asked Questions guide of examples to show the status of Soldiers deployed to Southwest Asia for eligibility for the ICM and other awards. That guide lists "Question: I deployed in support of Operation Iraqi Freedom (OIF) from 20 Mar 04 to 1 Jan 05 and served in Iraq. I am deploying again to Iraq in support of OIF to serve from 31 Dec 05 to 16 May 2006. Can I be awarded the GWOTEM for the first deployment and the ICM for the second deployment? Answer: Yes you deployed two separate times (two separate periods of service) within the Areas of Eligibility (AOE) of Iraq. The GWOTEM can be awarded for the first deployment and the ICM for the second deployment." 5. Army Regulation 600-8-22 (Military Awards) states that individuals authorized the Iraq Campaign Medal must have served in direct support of Operation IRAQI FREEDOM (OIF). The area of eligibility encompasses all land area of the country of Iraq, and the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF. DISCUSSION AND CONCLUSIONS: The applicant's DD Form 214 with the period ending 31 March 2005 shows that the applicant was deployed in support of OIF and was awarded the GWOTEM. His DD Form 214 also shows he was deployed a second time in support of OIF. Therefore, he met the eligibility criteria for award of the ICM. This award should be added to his DD Form 214.
