The DA Form 638 was originally downgraded by the Brigade Commander and forwarded to the Corps Commander who then approved an ARCOM. Later, the Brigade Commander reconsidered his decision and requested the original award of the MSM be approved. The Corps Commander then approved award of the MSM. 3. The applicant's iPERMS record contains the Department of the Army (DA) Certificate for the ARCOM; Permanent Order 209-12, dated 28 July 2004, Commander, V Corps. It does not contain the MSM Certificate. DISCUSSION AND CONCLUSIONS: 1. The applicant was issued two awards for the same period of service in Germany from 2001 to 2004.
