THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 5 September 2005 to show the “Cold War Victory Medal” (correctly known as the Cold War Recognition Certificate), the Afghanistan Campaign Medal, and the Iraq Campaign Medal. (He later informed the Board analyst that he did not serve in Iraq and was asking for the Iraq Campaign Medal.) 2. The applicant states that he feels he might be eligible for the “Cold War Victory Medal” and that he received the Afghanistan and Iraq service medals. 3. The applicant provides a copy of his DD Forms 214 for the periods ending 5 September 2005, 15 March 1995, 14 April 1994, 28 September 1990, and 9 February 1987. CONSIDERATION OF EVIDENCE: 1. With regard to the applicant's request for the Cold War Recognition Certificate, the award of the Cold War Recognition Certificate is not governed by the provisions of Army Regulation 600-8-22 (Military Awards) and, as a result, is not shown on a discharge document. In accordance with section 1084 of the Fiscal Year 1998 National Defense Authorization Act, the Secretary of Defense approved awarding the Cold War Recognition Certificate to all members of the armed forces and qualified federal government civilian personnel who faithfully and honorably served the United States anytime during the Cold War era, which is defined as 2 September 1945 to 26 December 1991. The applicant may submit a request in writing to Commander, U. S. Army Human Resources Command, Cold War Recognition, Hoffman II, ATTN: AHRC-CWRS, Room 3N45, 200 Stovall Street, Alexandria, VA 22332-0473. Based on this information, the applicant’s request for the Cold War Recognition Certificate will not be discussed further in these proceedings. 2. Having prior active and inactive service, the applicant enlisted in the Army National Guard on 15 July 1995. He was ordered to active duty on 4 June 2004 in support of Operation Enduring Freedom. His Personnel Qualification Record shows that he served in Afghanistan from 20 July 2004 to 26 January 2005. On 5 September 2005, he was released from active duty. 3. The applicant’s DD Form 214 for the period ending 5 September 2005 shows the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal (2nd Award), the Army Good Conduct Medal (2nd Award), the Vietnam Service Medal with one silver service star and four bronze service stars (this DD Form 214 was later corrected to delete this award), the Joint Meritorious Unit Award, the Army Reserve Components Achievement Medal, the National Defense Service Medal (2nd Award), the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Humanitarian Service Medal, the Armed Forces Reserve Medal (1st Hourglass Device and Mobilization Device), the Army Service Ribbon, the Army Reserve Components Overseas Training Ribbon, the Air Force Longevity Service Award Ribbon (2nd Award), the Air Force Training Ribbon, the Multinational Force and Observers Medal, and the Combat Medical Badge as authorized awards. 4. Army Regulation 600-8-22 (Military Awards) states that individuals authorized the Afghanistan Campaign Medal must have served in direct support of Operation ENDURING FREEDOM (OEF). The area of eligibility encompasses all land area of the country of Afghanistan and all air spaces above the land. The Afghanistan Campaign Medal period of eligibility is on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. 5. Service members qualified for the GWOTEM by reasons of service between 24 October 2001 and 28 February 2005, in an area for which the Afghanistan Campaign Medal was subsequently authorized, will remain qualified for that medal. Upon application, any such service member may be awarded the Afghanistan Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal for such service. No service member will be entitled to both medals for the same act, achievement, or period of service. 6. On 7 July 2008, the applicant informed the Board analyst that he desired the Afghanistan Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal. 7. Army Regulation 600-8-22 authorizes award of a bronze service star, based on qualifying service, to be worn on the appropriate campaign or service medal, including the Afghanistan Campaign Medal. A bronze service star is authorized to be worn on the Afghanistan Campaign Medal for the Liberation of Afghanistan (11 September 2001 through 30 November 2001; Consolidation I (1 December 2001 through 30 September 2006); and Consolidation II (1 October 2006 through a date to be determined). DISCUSSION AND CONCLUSIONS: The applicant met the eligibility criteria for award of the Afghanistan Campaign Medal with one bronze service star. Per his request, the Global War on Terrorism Expeditionary Medal should be deleted from his DD Form 214 for the period ending 5 September 2005 and the Afghanistan Campaign Medal with one bronze service star should be added.
