THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that the Parachutist Badge be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states that the S-1 [Personnel Staff Officer] never added the Parachutist Badge to his Enlisted Record Brief. As a result, the Parachutist Badge was never added to his DD Form 214. 3. The applicant provides a copy of his diploma from the Airborne Course; his DA Form 1307 (Individual Jump Record); and orders awarding him the Parachutist Badge in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 18 June 2002. At the completion of the required training, he was awarded military occupational specialty (MOS) 13D (field artillery automated tactical data system specialist). His highest grade attained was corporal (CPL)/E-4. 2. Headquarters, U.S. Army Infantry Center, Fort Benning, GA, Permanent Orders 17-2984, dated 17 January 2003, awarded the applicant the Parachutist Badge and MOS 13D1P for successful completion of Airborne training, effective 31 January 2003 or upon completion of Airborne training. 3. The applicant's diploma from the U.S. Army Infantry School shows he successfully completed the Airborne Course on 31 January 2003. 4. The applicant was honorably released from active duty on 18 June 2006 at the completion of his required active service and transferred to the U.S. Army (USAR) Control Group (Reinforcement) to complete his Reserve obligation. Item 13 (Decorations, Medals, Badges, Citations and Campaigns Ribbons Awarded or Authorized) of his DD Form 214 does not show the Parachutist Badge as an authorized award. DISCUSSION AND CONCLUSIONS: 1. The applicant contends that the S-1 never added the Parachutist Badge to his Enlisted Record Brief and as a result, it was never added to his DD Form 214. 2. Permanent orders show the applicant was awarded the Parachutist Badge for successful completion of Airborne training. Therefore, it would be appropriate to add the Parachutist Badge to his DD Form 214.
