THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Noncommissioned Officer Professional Development Ribbon (NCOPDR). 2. The applicant states he attended basic NCO training in November 1992, but his DD Form 214 does not reflect the NCOPDR. 3. The applicant provides a copy of his DA Form 1059 (Service School Academic Evaluation Report), dated 21 November 1992, and his DD Form 214 for the period ending 2 June 1991 in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve on 17 December 1987. 2. The applicant was ordered to active duty on 20 September 1990 in support of Operation Desert Shield/Desert Storm. He served in Southwest Asia from October 1990 to May 1991. 3. The applicant was honorably released from active duty on 2 June 1991 at his expiration of term of service. 4. His DD Form 214 for the period ending 2 June 1991 does not show the NCOPDR as an authorized award. Item 14 (Military Education) on his DD Form 214 shows the entry "NONE//NOTHING FOLLOWS." 5. The applicant's DA Form 1059, dated 21 November 1992, shows he completed the Primary Leadership Development Course (PLDC) - Reserve Component on 21 November 1992. 6. The applicant served in the Army National Guard from 26 July 2005 to 31 July 2006. His National Guard Bureau (NGB) Form 22 (Report of Separation and Record of Service) does not show award of the NCOPDR. 7. Army Regulation 600-8-22 (Military Awards) shows that the NCOPDR was established by the Secretary of the Army on 10 April 1981. It is awarded to members of Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses. 8. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. In pertinent part it states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge. DISCUSSION AND CONCLUSIONS: 1. The applicant contends that he attended basic NCO training in November 1992, but his DD Form 214 does not reflect the NCOPDR. 2. Although the applicant met the requirements for award of the NCOPDR, he completed the PLDC in November 1992 which is subsequent to his period of active duty service ending on 2 June 1991. Therefore, the NCOPDR is not authorized to be recorded on his DD Form 214 for the period ending 2 June 1991. The applicant may submit a request to his State Army National Guard office to correct his NGB Form 22 to add the NCOPDR.
