THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show that she was awarded the Noncommissioned Officer Professional Development Ribbon (NCOPDR). 2. The applicant states the NCOPDR is missing from her DD Form 214. 3. The applicant provides a copy of her DA Form 1059 (Service School Academic Evaluation Report), dated 22 June 2007; a copy of her DD Form 214; and a copy of her DD Form 215 (Correction to the DD Form 214), dated 16 January 2009. CONSIDERATION OF EVIDENCE: 1. On 2 March 2004, the applicant enlisted in the Regular Army in Atlanta, Georgia, for 4 years, in the pay grade of E-4. She successfully completed her training as a preventive medicine specialist. 2. The DA Form 1059 submitted by the applicant shows she attended the Warrior Leader Course, Class 06-07 from 23 May through 22 June 2007. She successfully completed the Warrior Leader Course by exceeding the course standards and demonstrating superior abilities. 3. On 1 March 2008, the applicant was honorably released from active duty (REFRAD) under the provisions of Army Regulation 635-200, chapter 4, at the completion of required active service. 4. The DD Form 214 the applicant was furnished at the time of her REFRAD shows she was awarded the Army Commendation Medal, the Army Achievement Medal (Second Award), the Army Good Conduct Medal, the National Defense Service Medal, the Global War on Terrorism Service Medal, and the Army Service Ribbon. The NCOPDR was not included on her DD Form 214. 5. Army Regulation 600-8-22 (Military Awards) shows that the NCOPDR was established by the Secretary of the Army on 10 April 1981. It is awarded to members of Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses. Individuals who complete the following courses are awarded the basic ribbon: Primary NCO Course, Combat Arms (PNCOC), the Primary Leadership Course (PLC), the Primary Technical Courses (Service School — PTC), or the Warrior Leader Course (WLC) (formally called Primary Leadership Development Course (PLDC)). DISCUSSION AND CONCLUSIONS: 1. The applicant contends that her DD Form 214 should be corrected to include the award of the NCOPDR. Her contention has merit. The applicant successfully completed WLC; therefore, she met the criteria contained in the applicable regulation for award of the NCOPDR. 2. Based on the foregoing conclusion, it is reasonable to presume that she was awarded the NCOPDR and that it was erroneously omitted from her DD Form 214. 3. In view of the foregoing, it would be in the interest of justice to correct the applicant’s records as recommended below.
