On 20 July 2009, new information was received from the office of the Honorable Lamar Alexander, U.S. Senator in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20080018086, dated 18 February 2009. 5. The evidence submitted consists of an electronic mail (email) from the applicant to Senator Alexander’s Constituent Services Representative. The email stated the applicant did not receive “the National Service Award nor the good behavior award” mentioned in the original case. 6. The Army Good Conduct Medal (AGCM) was established by Executive Order 8809, dated 28 June 1941 and was amended by Executive Order 9323, dated 1943 and by Executive Order 10444, dated 10 April 1953. It is awarded for exemplary behavior, efficiency, and fidelity in active Federal military service. It is awarded on a selective basis to each Soldier who distinguishes himself or herself from among his or her fellow Soldiers by their exemplary conduct, efficiency, and fidelity throughout a specified period of continuous enlisted active Federal military service of 3 years. The 3-year period may be waived for first award only, upon termination of service on or after 27 June 1950, of less than 1 year when final separation was by reason of physical disability incurred in line of duty. ADDITIONAL DISCUSSION AND CONCLUSIONS: 2. At the time of the decision of the ABCMR in Docket Number AR20080018086, dated 18 February 2009, it was the intent of the ABCMR to make the applicant’s record as administratively correct as it should properly have been at the time. 3. The ABCMR's decision in Docket Number AR20080018086 initially involved the applicant’s request for award of the Global War on Terrorism Service Medal (GWOTSM). This request was approved and the GWOTSM was issued to him and added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). However, the decision erroneously indicated the applicant’s DD Form 214 already showed he was awarded the National Defense Service Medal and the Army Good Conduct Medal, when, in fact, it only showed the National Defense Service Medal. 4. The applicant has now enlisted the assistance of Senator Alexander in adding the Army Good Conduct Medal to his DD Form 214 and in obtaining both medals “so [he] can display them proudly with [his] other military memories.” His military service spans a period of 6 months and 9 days from 26 October 2006 through 4 May 2007. He was honorably discharged by reason of physical disability, and he was awarded severance pay of $2,917.80.
