THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that the Presidential Unit Citation (PUC) be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states that he should be authorized the PUC. He was involved in the action for which A Troop, 11th Armored Cavalry Regiment received that award. 3. The applicant provides, in support of his application, copies of the citation and certificate for the PUC, a proclamation by a Member of Congress, orders and citation for his Bronze Star Medal With "V" Device and First Oak Leaf Cluster, orders and certificate for his Purple Heart for wounds sustained on 26 March 1970, his 1992 retirement DD Form 214 and a DD Form 215 (Correction to DD Form 214). CONSIDERATION OF EVIDENCE: 1. Very few documents are available from the applicant's early period of service. He was inducted into the Army of the United States on 24 March 1969 and he enlisted again on 13 January 1971 [although his enlistment documents state that he was reenlisting]. The only available DD Form 214 commences on 18 October 1976. The applicant served on continuous active duty and ultimately retired as a sergeant first class in pay grade E-3 in 1992. 2. His DA Form 2-1, Part 2 (Personnel Qualification Record) shows he served in Vietnam from 14 September 1969 through 13 September 1970. 3. The orders and certificates awarding the applicant the Bronze Star with "V" Device, and the Purple Heart show he was a member of A Troop, 1st Squadron, 11th Armored Cavalry Regiment on 26 March 1970. He was cited for his part in repelling an attack and for inspiring his comrades. 4. On 15 April 2009, A Troop, 11th Armored Cavalry Regiment was awarded the PUC for extraordinary heroism on 26 March 1970. The website www.DoDLive.mil confirms that, on 20 October 2009, The President of the United States presented the award to the available veterans of that action. 5. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that the PUC is awarded for extraordinary heroism in action. A unit must display such gallantry, determination and esprit de corps in accomplishing its mission as would warrant award of the Distinguished Service Cross to an individual. 6. The authorized awards listed on the applicant's final DD Form 214 include the Vietnam Service Medal without any service stars. 7. Appendix B of Army Regulation 600-8-22 (Military Awards) shows the campaigns for Vietnam. During the applicant’s tour in Vietnam he participated in four campaign periods. This same regulation states that a bronze service star will be awarded for wear on the Vietnam Service Medal for participation in each campaign. DISCUSSION AND CONCLUSIONS: 1. The applicant contends he is authorized the PUC. He was involved in the action for which A Troop, 11th Armored Cavalry Regiment received the PUC. 2. On 15 April 2009, A Troop, 11th Armored Cavalry Regiment was awarded the PUC for extraordinary heroism on 26 March 1970. 3. The applicant was assigned to the above unit on 26 March 1970; he was present and wounded in action on that date. 4. During his tour of duty in Vietnam, the applicant participated during four campaign periods. He is authorized four bronze service stars for wear on the Vietnam Service Medal. 5. The above awards should be added to his DD Form 214.
