THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests award of the Army Service Ribbon. 2. The applicant states she meets the eligibility requirements for award of the Army Service Ribbon as she completed Army initial active duty for training and was on active duty when the ribbon was authorized in 1981. She states she was on active duty in the U.S. Air Force (USAF), so she was not aware of her eligibility for this Army award. She states she entered the North Dakota Army National Guard (NDARNG) on 8 February 1979 with a 6-year commitment. 3. She states that on 11 May 1979, she entered active duty and completed Phase I and Phase II of the Basic Law Enforcement Training Course Number 830-95B1O. Upon completion of this training, she states she was awarded primary military occupational specialty (MOS) 95B on 8 August 1979. Then on 11 August 1979, she was released from active duty and returned to her unit in the NDARNG. 4. The applicant continues by saying she separated from the NDARNG on 11 May 1980 to receive a direct commission in the USAF. She was sworn into the USAF Reserve on 12 May 1980 and entered extended active duty on 23 May 1980. She concludes by stating she remained on active duty in the USAF and is currently serving in the rank of colonel. 5. The applicant provides the following documents in support of her application: a. Orders 63-9 issued on 16 April 1979 by the NDARNG; b. a Department of the Army (DA) Certificate of Training, undated, showing completion of Phase 1 of one-station unit training at Fort McClellan, AL; c. Orders 151-165 issued on 3 August 1979 by the U.S. Army Military Police School/Training Center and Fort McClellan; d. a DD Form 214 (Report of Separation from Active Duty) with a separation date of 11 August 1979; e. a National Guard Bureau (NGB) Form 22 (Report of Separation and Record of Service) with a separation date of 11 May 1980; f. Orders 81-11 issued on 15 May 1980 by the NDARNG; g. an Air Force Reserve Personnel Center Form 75 (Extended Active Duty Order), dated 10 June 1980; h. Special Order AD-6950 issued by Headquarters, Sheppard Technical Training Center, Sheppard Air Force Base, TX, on 29 July 1980; and i. a USAF Electronic Personnel Record as of 1 February 2010. CONSIDERATION OF EVIDENCE: 1. The applicant's DA military personnel records are not available for the Board's review. However, there were sufficient documents remaining in a reconstructed record to conduct a fair and impartial review of this case including the applicant's DD Form 214 and additional documents provided by her. 2. As a member of the NDARNG, the applicant entered initial active duty for training on 11 May 1979 at Fort McClellan. She completed the basic law enforcement training course and was awarded MOS 95B (Military Police). On 11 August 1979, she was released from active duty and returned to her unit in the NDARNG. She was issued a DD Form 214 that shows her net active service for this period was 3 months and 1 day with 3 months and 3 days of inactive service, for a total of 6 months and 4 days of service for pay. 3. On 11 May 1980, the applicant was honorably discharged from the NDARNG and as a Reserve of the Army in the rank of private first class/pay grade E-3. Her record of service in the NDARNG was 1 year, 3 months, and 4 days with a period of initial active duty for training from 11 May to 11 August 1979. 4. The applicant accepted a USAF Reserve appointment in the rank of second lieutenant on 12 May 1980. She was ordered to active duty for an initial period of 36 months with a report date of 20 July 1980 to attend a USAF internship program. A USAF order amended her report date to 23 July 1980. 5. The applicant has served continuously on active duty in the USAF and is currently a colonel in pay grade O-6. 6. Army Regulation 600-8-22 (Military Awards) states the Army Service Ribbon was established by the Secretary of the Army on 10 April 1981. Effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award upon successful completion of initial entry training. The award may be awarded retroactively to those personnel who completed the required training before 1 August 1981 provided they had an Active Army status on or after 1 August 1981. DISCUSSION AND CONCLUSIONS: 1. The applicant contends she is entitled to award of the Army Service Ribbon based on the fact that she completed her initial entry training in 1979 and was on active duty in 1981 when the award was initially authorized. 2. As the applicant was not a member of any component of the U.S. Army on 1 August 1981, she is not entitled to award of the Army Service Ribbon. To be eligible for this service ribbon, a Soldier must have been in an Active Army or Army Reserve Component status on or after 1 August 1981. As the applicant was a commissioned officer in the USAF when the Army Service Ribbon was initially established, she is not eligible for this Army award.
