Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) by deleting from Item 11 (Primary Specialty) the entry "63B5O WHEELED VEHICLE MECH - 15 YRS [years] 4 MOS [months]" and adding "42L5O ADMINISTRATIVE SUPERVISOR - 15 YRS 3 MOS." 2. The applicant states she was awarded military occupational specialty (MOS) 71L (Administrative Specialist) in January 1995. This MOS later became MOS 42L. 3. The applicant provides: a. a copy of her DD Form 214, b. a copy of her DA Form 4187 (Personnel Action) requesting MOS 71L with associated documents, c. a copy of three pages from her DA Form 2-1 (Personnel Qualification Record - Part II), and d. a copy of her DA Form 2A (Personnel Qualification Record - Part I). CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 20 July 1989 for training in MOS 63B. She served in that MOS until October 2000, when she became a career counselor (MOS 79S). She served as a career counselor until she retired for length of service on 31 March 2010. 2. On 4 November 1994, the applicant submitted a DA Form 4187 requesting 71L be awarded as a secondary MOS. On or about 27 January 1995, her request was approved. 3. The applicant's Interactive Personnel Electronic Records Management System (iPERMS) file does not show that she ever served in MOS 71L. Her iPERMS file shows she served as a wheeled vehicle mechanic, a maintenance supervisor, and a career counselor. 4. The applicant's DD Form 214 shows in Item 11: a. "79S52 4R CAREER COUNSELOR - 10 YRS 6 MOS"; b. "91X5O MAINTENANCE SUPERVISO - 20 YRS 1 MOS"; and c. "63B5O WHEELED VEHICLE MECH - 15 YRS 4 MOS." 5. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide the individual with documentary evidence of his/her military service. It is important that information entered on the form be complete and accurate. This regulation specifies that the DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. The DD Form 214 is prepared for all personnel at the time of their retirement, discharge, or release from active duty. Item 11 of the DD Form 214 reflects military occupational specialties. This Item contains titles of all MOS's held or served for at least 1 year and includes for each MOS the number of years and months served. The regulation provides information found in Item 11 will be derived from the Enlisted Record Brief (ERB). DISCUSSION AND CONCLUSIONS: 1. The applicant requests Item 11 of her DD Form 214 be changed by deleting the entry "63B5O WHEELED VEHICLE MECH - 15 YRS [years] 4 MOS [months]" and adding "42L5O ADMINISTRATIVE SUPERVISOR - 15 YRS 3 MOS." 2. The applicant's iPERMS file shows she enlisted for training in MOS 63B; she served in MOS 63B, ultimately becoming a noncommissioned officer in that MOS; and she later transitioned to a career counselor assignment in MOS 79S. 3. The applicant provided documents showing she was awarded MOS 71L (now MOS 42L) as a secondary MOS in January 1995. Therefore, she held that MOS for 15 years and 3 months until she retired. 4. Army Regulation 635-5 states only MOS served for at least 1 year will be entered in Item 11 of the DD Form 214. Therefore, MOS 42L5O should be added to the applicant's DD Form 214. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to Item 11 the entry "42L5O ADMINISTRATIVE SUPERVISOR – 15 yrs 3 MOS." 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
