THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the Global War on Terrorism Service Medal be added to item 13 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) with a separation date of 30 April 2003. 2. The applicant states the Global War on Terrorism Service Medal was authorized for all Soldiers on active duty, including Reserve Component Soldiers mobilized, or National Guard Soldiers activated on or after 11 September 2001 to a date to be determined after his retirement. 3. The applicant provides copies of five DD Forms 214. CONSIDERATION OF EVIDENCE: 1. The applicant was commissioned a second lieutenant in the Regular Army on 17 May 1975. He was commissioned a captain in the U.S. Army Reserve on 16 April 1982 and completed additional periods of active duty. He entered a period of active duty on 26 August 1990 and continued to serve on active duty until his retirement. 2. On 30 April 2003, the applicant was retired and placed on the Retired List the following day. He had completed 21 years, 9 months, and 19 days of active service. 3. Item 13 of his DD Form 214 with a separation date of 30 April 2003 does not show he is authorized the Global War on Terrorism Service Medal. 4. Army Regulation 600-8-22 (Military Awards) states the Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in Global War on Terrorism operations outside of the areas of eligibility (AOE) designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the Global War on Terrorism Service Medal. DISCUSSION AND CONCLUSIONS: The applicant served on active duty for more than 30 consecutive days after 11 September 2001. Therefore, he is authorized the Global War on Terrorism Service Medal.
