THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Meritorious Service Medal (MSM), the Meritorious Unit Commendation (MUC), and the Army Superior Unit Award (ASUA). 2. The applicant states, in effect, the MSM and MUC were not presented prior to his retirement date, and the ASUA never caught up with him after his reassignment from U.S. Army Recruiting Command (USAREC). He states his records should accurately reflect his time in service. 3. The applicant provides: * DD Form 214 * MSM award certificate with permanent order number * Permanent Orders 049-04, dated 18 February 2009 * Extract of recently approved unit awards from the Military Awards Branch, U.S. Army Human Resources Command (HRC) CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 10 June 1987. He completed training and he was awarded military occupational specialty 92R (Parachute Rigger). The highest rank/pay grade he attained while serving on active duty was sergeant first class/E-7. 2. On 30 June 2008, he was honorably released from active duty, under the provisions of Army Regulation 635-200 (Enlisted Separations), chapter 12, and transferred to the U.S. Army Reserve Control Group (Retired). He was credited with 21 years and 21 of net active service during his period of active duty. 3. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows: * Joint Service Commendation Medal (2nd Award) * Joint Service Achievement Medal * Joint Meritorious Unit Award (3rd Award) * Army Commendation Medal (2nd Award) * Army Achievement Medal (3rd Award) * Army Good Conduct Medal (6th Award) * National Defense Service Medal (2nd Award) * Global War on Terrorism Service Medal * Humanitarian Service Medal * Iraq Campaign Medal with campaign star * Noncommissioned Officer (NCO) Professional Development Ribbon (2nd Award) * Army Service Ribbon * Overseas Service Ribbon (2nd Award) * Pathfinder Badge * Master Parachutist Badge * Senior Parachutist Badge * Parachutist Badge * Military Free-Fall Parachutist Badge * Parachute Rigger Badge * Driver and Mechanic Badge with S-Operator Clasp (Special Mechanical Equipment) * Basic Recruiter Badge (Silver) 4. His enlisted record brief shows he was assigned to the Cleveland Recruiting Battalion, USAREC, from 30 May 2005 to 26 September 2006, as a recruiter. 5. His NCO Evaluation Report, for the period 1 September 2006 thru 30 June 2007, shows he was assigned to Headquarters and Headquarters Company, 725th Support Battalion (Airborne), Forward Operating Base Kalsu, Iraq. 6. DA Form 4980-12 (MSM Certificate) shows he was awarded the MSM for meritorious service from 29 June 1998 to 30 June 2008 by Permanent Orders Number 168-017, Headquarters, Fort Richardson, AK, dated 16 June 2008. 7. Permanent Orders 049-04, U.S. Army HRC, dated 18 February 2009, awarded the 725th Support Battalion, and its subordinate companies, the Meritorious Unit Commendation, for exceptionally meritorious service during the period 4 October 2006 to 1 December 2007. 8. The Military Awards Branch, U.S. Army HRC, website shows Cleveland Recruiting Battalion, USAREC, was awarded the ASUA for its service from 1 October 2005 to 30 September 2006. The Department of the Army General Orders are pending publication. DISCUSSION AND CONCLUSIONS: 1. The applicant's request for correction of his DD Form 214 to show award of the MSM, MUC, and ASUA has been carefully considered and determined to have merit. 2. Permanent Orders awarded him the MSM, and his unit in Iraq, the MUC; therefore, he is entitled to correction of his DD Form 214 to show these awards. 3. The evidence of record shows he was assigned to Cleveland Recruiting Battalion, USAREC, during the period it was awarded the Army Superior Unit Award; therefore, he is entitled to correction of his DD Form 214 to show this award.
