THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 27 March 2010 to add the Legion of Merit and Order of Saint Philip of Neri Bronze Medal. 2. The applicant states the awards were awarded to him after his retirement. 3. The applicant provides: * Legion of Merit Certificate and orders * Order of Saint Philip of Neri Bronze Medal Certificate and nomination letter * DD Form 214 for the period ending 27 March 2010 CONSIDERATION OF EVIDENCE: 1. Having prior active and inactive service, the applicant was ordered to active duty on 23 May 2007 from the Army National Guard in support of Operation Enduring Freedom. On 27 March 2010, he was released from active duty. 2. Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 does not show the Legion of Merit or Order of Saint Philip Neri Bronze Medal as authorized awards. 3. He provides an award certificate showing he was awarded the Order of Saint Philip of Neri Bronze Medal on 16 March 2010. 4. Permanent orders, dated 14 June 2010, show he was awarded the Legion of Merit for exceptionally meritorious service during the period 27 March 2000 to 27 March 2010. 5. Army Regulation 600-8-22 (Military Awards) does not show the Order of Saint Philip of Neri Bronze Medal as an authorized award. 6. Information obtained from the Internet states the Saint Philip of Neri Award Program was established by the U.S. Army Special Forces Command in 2002. The Bronze Order Medal is reserved for active duty and Army National Guard special forces qualified Soldiers only who have contributed in a significant way to the improvement of the U.S. Army Special Forces. Nominations may be submitted to the Selection Committee by any special forces unit commander. One bronze award may be awarded to each special forces group, U.S. Army Special Forces Command, and U.S. Army John F. Kennedy Special Warfare Center and School per calendar year. The Selection Committee may approve or disapprove the nominations as they deem appropriate. DISCUSSION AND CONCLUSIONS: 1. Permanent orders show he was awarded the Legion of Merit. His DD Form 214 for the period ending 27 March 2010 should be corrected to show this award. 2. It appears the Order of Saint Philip of Neri Bronze Medal is a branch-specific award and not an Army-wide award. Since this award is not listed in Army Regulation 600-8-22, it is not authorized for entry on the DD Form 214. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Legion of Merit to item 13 of his DD Form 214 for the period ending 27 March 2010. 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.
