IN THE CASE OF: BOARD DATE: 10 November 2011 DOCKET NUMBER: AR20110009880 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his home of record (HOR) as Killeen, TX. 2. The applicant states he has resided in Texas since April 1995, prior to retirement. 3. The applicant did not provide any additional documentation. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve on 2 September 1987. He enlisted in the Regular Army on 10 February 1988 and served continuously, without a break in service, until his retirement. 2. His official records contain four DD Forms 4 (Enlistment/Reenlistment Document). All four forms list his HOR as Rialto, CA. 3. His 14 April 2008 Enlisted Record Brief Section IV (Personal/Family Data) lists his HOR as Rialto, CA. 4. His 30 September 2008 DD Form 214, item 7b (HOR) lists Rialto, CA. 5. Army Regulation 601-280 (Army Reenlistment Program) provides instructions for completing the DD Form 4. Item 3 (HOR) provides for: a. U.S. Army Reserve - enter the address the Soldier claims as a permanent address (street, city, state to be spelled out). b. Regular Army - enter the street, city, state and zip code of the HOR. HOR is the place recorded as the home of the Soldier when enlisted. The place recorded as the HOR for the Soldier when the Soldier reenlisted remains the same as that recorded when he enlisted unless there is a break in service of more than one full day. Only if a break in service exceeds one full day can the HOR be changed by the Soldier. DISCUSSION AND CONCLUSIONS: 1. The applicant contends his HOR should be recorded on his DD Form 214 as Killeen, TX. 2. The available evidence shows the applicant designated his HOR as Rialto, CA when he initially enlisted, and used that HOR throughout his career. He did not have a break in service. Therefore, he was never authorized to change his HOR. 3. In view of the foregoing, the applicant's request should be denied.
