THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Meritorious Unit Commendation (MUC). 2. The applicant states the orders for award of the MUC were not published until after his retirement. 3. He provides the following: * DD Form 214 * DD Form 215 (Correction to DD Form 214) * Permanent Orders Number 222-175, dated 10 August 2009 * DA Form 2-1 (Personnel Qualification Record) CONSIDERATION OF EVIDENCE: 1. The applicant’s records show he enlisted in the Regular Army on 29 June 1977. He was honorably released from active duty on 28 June 1980 by reason of completion of required service. 2. On 25 February 1991, he enlisted in the Army National Guard (ARNG). He was mobilized with the 3d Battalion, 1156th Infantry and served in Iraq from 6 October 2004 through 17 September 2005. On 12 October 2005, he was ordered to full-time National Guard Duty in an Active Guard Reserve status. Through a series of reenlistments, he remained in the ARNG until he was honorably retired on 31 July 2009. 3. Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of his 31 July 2009 DD Form 214 does not show award of the MUC. 4. Headquarters, 3rd Battalion, 156th Infantry Regiment, Permanent Orders Number 222-175, dated 10 August 2009, show the MUC was awarded to the applicant’s unit for qualifying service in Operation Iraqi Freedom III from 3 October 2004 to 16 September 2005. The order shows his unit of assignment as Headquarters and Headquarters Company (HHC), 3rd Battalion, 156th Infantry Regiment. 5. A review of the Human Resources Command (HRC), Awards and Decorations, Unit Award website, shows that Department of the Army General Orders for award of the MUC for the 156th Infantry Regiment, 3rd Battalion, HHC, for the period 3 October 2004 to 16 September 2005 are pending. However, the website notes that Personnel Service Battalions, Military Personnel Divisions, and Branch Managers may use the listings obtained from this site to update the Soldiers records. Since DAGOs are not added to Soldiers OMPFs, the orders are not necessary to update the records. DISCUSSION AND CONCLUSIONS: Permanent orders and information obtained from the HRC Awards website verify the applicant is entitled to award of the MUC. Therefore, his records should be corrected to show this award.
