THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his service in Afghanistan and his Defense Meritorious Service Medal (DMSM). 2. The applicant states his 14 February 2010-14 February 2011 service in Afghanistan and the DMSM he received are not posted to his DD Form 214. 3. The applicant provides copies of his: * DD Form 214 * leave and earnings statements for January 2010 through January 2011 * deployment orders to Afghanistan * DMSM award orders, certificate, and recommendation CONSIDERATION OF EVIDENCE: 1. The applicant, an Adjutant General Corps lieutenant colonel (LTC)/O-5, most recently entered active duty on 15 October 2002. 2. He served as a Detainee Review Board President in Afghanistan. 3. His DD Form 214 shows in: a. item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) the Bronze Star Medal, Meritorious Service Medal (3rd Award) Army Commendation Medal (2nd Award), Army Achievement Medal (2nd Award), Joint Meritorious Unit Award, Army Superior Unit Award, Army Reserve Components Achievement Medal (5th Award), National Defense Service Medal (2nd Award), Global War on Terrorism Service Medal, Iraq Campaign Medal with one bronze service star, Army Service Ribbon, Overseas Service Ribbon, Armed Forces Reserve Medal with "M" Device, and Combat Action Badge; and b. item 18 (Remarks) "SERVICE IN IRAQ 20070927-20080913//SERVICE IN KUWAIT 20100226-20110206." 4. Defense Finance and Accounting Service (DFAS) verified the applicant's Master Military Pay Account shows he received hostile fire/imminent danger pay for Kuwait from 16 February 2010 through 5 February 2011. 5. In support of his request, the applicant provides: a. orders directing him to report on 6 February 2010 for deployment to Afghanistan for a period not to exceed 365 days and b. orders show he was awarded the DMSM for his service as Detainee Review Board President and Personal Representative, Combined Joint Interagency Task Force 435, Bagram Air Field, Afghanistan, from 14 February 2010 to 14 February 2011. 6. Army Regulation 600-8-22 (Military Awards) states the Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom (OEF). The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area. The period of eligibility is on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. During his service he participated in the following campaign: Consolidation II 1 October 2006-date to be determined. 7. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active service or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214. It states item 18 is used for Headquarters, Department of the Army, mandatory requirements when a separate block is not available and as a continuation for entries. For an active duty Soldier deployed with his or her unit, an entry of "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)" is included. DISCUSSION AND CONCLUSIONS: 1. The applicant was awarded the DMSM and it should be shown on his DD Form 214. 2. The available evidence shows he served a qualifying period of service for award of the Afghanistan Campaign Medal with one bronze service star. 3. Although the DFAS verification indicates he was deployed only to Kuwait, his record clearly shows he was also in Afghanistan from 14 February 2010 through 14 February 2011. This period of foreign service should be appropriately shown on his DD Form 214.
