THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) at item 15a (Member Contributed to Post-Vietnam Era Veterans Educational Assistance Program (VEAP)) be changed from no to yes. 2. The applicant states the entry at item 15a on the DD Form 214 is in error. 3. The applicant provides copies of his DD Form 214 and 12 Leave and Earning Statements (LES). CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Illinois Army National Guard (ILARNG) in 1997. He served on active duty from 28 August 2001 through 27 February 2003. 2. The applicant's 27 February 2003 DD Form 214, at item 15a, is marked no. 3. His LES's show he made regular contributions to the educational fund commonly called the Montgomery GI Bill. 4. The educational programs under the various GI Bills are managed by the Department of Veterans Affairs under the provisions of Title 38 United States Code. Each program (referred to by the chapter of the law) has different criteria, benefits, and eligibility periods. The two educational programs pertinent to this issue and application are: a. the Post-Vietnam-Era Veterans Education Assistance Program (VEAP) - Chapter 32. VEAP is for those who first entered active duty during the period 1 January 1977 through 30 June 1985, and who made a contribution to a VEAP account before April 1, 1987; and b. the Montgomery GI Bill (MGIB) - Chapter 30; the MGIB is for people who first came on active duty on or after 1 July 1985 and who did not decline in writing to participate in the MGIB program. DISCUSSION AND CONCLUSIONS: 1. The applicant's LES's show he made educational contributions under the MGIB not under the Post-Vietnam Era Veterans Educational Assistance Program. 2. The entry at item 15a on the 2003 DD Form 214 does not mean that the applicant did not contribute to an educational fund but rather that he was not under the earlier program. 3. Therefore; the entry at item 15a is correct and no relief is warranted.
